Racial/Ethnic Disparities In Access To Care Among Children: How Does Medicaid Do In Closing The Gaps?, Marsha Lillie-Blanton, Julia Paradise, Megan Thomas, Paul D. Jacobs, Bianca Dijulio

While Medicaid and the Children's Health Insurance Program (CHIP) have become increasingly important sources of health coverage for low-income children in all racial and ethnic groups, the program plays an especially large role for children of color, who are more likely than white children to be low-income. In 2007, Medicaid and CHIP covered nearly one in five white children, but roughly two in five African American and Hispanic children.

As policymakers engaged in health reform consider the merits of public and private approaches to expanding coverage, this report provides an assessment of Medicaid's relative impact on racial and ethnic disparities …

An "Act Of God": Race, Religion, And Policy In The Wake Of Hurricane Katrina, Seneca Vaught

This essay addresses how characterization of Hurricane Katrina as an “act of God” exposed historical racial cleavages and policy challenges in post-Katrina America. Act-of-God rhetoric not only stemmed from religious history but was also largely informed by America's racial legacy. Usage of the term often absolved individuals and institutions from personal responsibility and economic liability, especially when the specter of race could be invoked. The term also revealed generational ideological differences within the Black community itself, posing significant questions about the discourse of race and religion in post–civil rights America.

This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

The purpose of this critical grounded theory qualitative study was to explore Lakota Leadership from a Native perspective. Interviews were conducted with enrolled members of a Lakota tribe in an urban setting as well as on the Rosebud reservation to gain better awareness of leadership through a non-mainstream viewpoint. Previously, in order to understand leaders and followers, research limited its scope of discernment to dominant society, implying that non-mainstream individuals will acquiesce, or that differences found are inconsequential. On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties;The lethargic and inept emergency response that followed exposed institutional flaws, poor planning; and false assumptions that are built into the emergency response and homeland security plans and programs. The purpose of this ethnographic study was to explore how youth consumption of rap music informed their ideas of gender, race, sexuality, and education at a local community center in Atlanta, Georgia. The participants in the study were comprised of three male and six female Black students from working class families, ranging in age from 13–17 years old. The data collection process included 60 formal interviews, 55 informal interviews, 27 focus group interviews, 103 participant observations, and document analyses of media materials. “Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Women’S Unequal Citizenship At The Border: Lessons From Three Nonfiction Films About The Women Of Juárez, Regina Austin

There is no better illustration of the impact of borders on women’s equal citizenship than the three documentaries reviewed in this essay. All three deal with the femicides that befell the young women of Ciudad Juárez, Mexico between 1993 and 2005. Juarez is just across the border from El Paso, Texas. Performing the Border (1999) stimulates the viewer’s imagination regarding the ephemeral nature of borders and their impact on the citizenship of women who live at the intersection of local, regional, national and international legal regimes. For social change organizations working to address intractable social problems throughout the USA, tackling race may not only be unavoidable; it may represent a way to fully engage stakeholders in social change work. We argue that illuminating the relationship between race and leadership can advance our under- standing of how social change leadership happens in practice. We build upon scholarship that emphasizes the ways in which seemingly essentialist, intractable racial categories are actually mutable, and the simultaneous emergence of academic research calling attention to the constructed and collective dimensions of leadership.
