Energy has risen to the top of policy agendas around the world. There is now widespread recognition that energy policy has become key to international security, economic development, and the environmental sustainability of modern civilization. Yet this importance is not reflected in the world’s institutional infrastructure for managing global problems. A handful of international organizations work in uncoordinated fashion on various pieces of the energy puzzle. Purpose: E-Government, introduced in African countries under the banner of New Public Management (NPM), is envisaged to fundamentally aid in improving governance in developing countries. The imported model of E-Government is therefore transferred to African countries as a panacea to bad governance by carriers such as international donor agencies, consultants, Information Technology vendors and Western-trained civil servants. Improved governance is expected to impact on the socio-economic development of these countries implementing E-Government, as an NPM instrument. Analysis of telecommunications policy and practice in Africa tends to focus on a few large markets (e.g., Egypt, Nigeria and South Africa), even though the lessons from these may not easily be scaled down for other countries. At the other extreme, the Small Island Developing States (SIDS) lie at the periphery, both geographically and in the sustainability and affordability of their services. They face disproportionate challenges in creating and maintaining properly functioning markets, not least as they are more susceptible to climatic and economic shocks. This working paper reviews in detail seven key empirical studies, which examined the behaviour of politicians as ‘end-users’ of performance metrics. In addition to considering main findings, the review has been used to examine alternative research designs and methods, which may be employed in a study investigating performance metrics and user behaviour in the Scottish Parliament. The review suggests use is limited in the context of oversight and conditional on certain institutional factors.

Annual reports can contribute to the legitimacy of public service organizations in creating a favorable story around performance achievements. It is also the case that annual reports can have unintended consequences, provoking negative reactions on the part of their readers. Health services performance stories in the form of annual reports presented by the U.S. Department of Veterans Affairs and the English National Health Service between 2002 and 2005 are compared through a narrative analysis of structure and content. The Making Of The European Energy Market: The Interplay Of Governance And Government, Burkard Eberlein

This case study asks whether delegated, sectoral governance by private actors and arm’s-length agencies enhances policy efficacy or does sectoral governance require a shadow of hierarchy cast by government actors to deliver desired policy results? EU energy market liberalisation shows that sectoral governance successfully mobilises regulatory expertise, capacity and legitimacy and delivers workable norms and rules for market transactions in a complex policy environment. However, it also finds that the efficacy of sectoral governance mechanisms is constrained by distributive conflicts between different national jurisdictions and sector interests.
