The maintenance of a “moderate mainstream” Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern post-September 11. In light of the global concern—and often paranoia—with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilization” between the Muslim world and the modern world. As the sixth year of the US-led war on terror rages on, it would appear that few constructs are more self-evident than the one dividing Islam and the West. Muslim minorities in the West are often scrutinized through this paradoxical prism. The results of several recent polls have set off alarm bells in a tense Europe, still shaken by the Jul 7, 2005 bombings in London. Chechnya is a country plagued by terrorism and human rights abuses. A primary source of these issues is the unsettled situation between local insurgents and the Russian military. This conflict, increasing in magnitude over time, makes it incredibly difficult to negotiate the terms of Chechnya’s independence perpetuating the crisis. Rising violence fuels Russia’s frustration in addressing the conflict with Chechen groups. Russia has and continues to employ various tactics to minimize the violence, but such tactics have all so far been unsuccessful.

Upon the release of Amnesty International’s 2007 annual report, Secretary General Khan described the continuing conflict in Sudan's Darfur region as a “bleeding wound on the world’s conscience.” In the report, the authors declare that the world has been “impotent” in the face of major crises like Darfur. Adversarial influence operations perpetrated by Islamist terrorist networks confront the most foundational of America’s national defense capabilities: the will of the American people to fight. This assertion is predicated on four key determinations. First, Islamist terrorist networks use influence operations as an integral tool of global jihad. Second, these adversarial influence operations should be perceived as attacks and, subsequently, should demand response. On October 17, 2006, President Bush signed into law the Military Commissions Act of 2006 (MCA). Congress passed the MCA to authorize the trial by military commissions of detained terrorism suspects after the Supreme Court's decision in Hamdan v. Rumsfeld invalidated the military commissions previously established pursuant to a 2001 military order from President Bush. The MCA adds chapter 47A to title 10 of the U.S. Code to give statutory authorization for the military commissions.
