Disaster researchers have established the determinants of preparedness and mitigation at the household level of analysis. However, at the organizational level, there is limited research and no theory to guide research on the determinants of preparedness and mitigation. The main goal of this study is to answer the question "what are the determinants of mitigation and preparedness at the organizational level?" The data come from a survey of 227 organizations in Memphis, Tennessee. This study uses Tobit regression technique to identify the determinants. Innovation comprises the processes of invention and commercialization. While the importance of innovation, especially commercialization, has been widely recognized, existing studies have largely overlooked the commercialization process. By examining the determinants of uses and nonuses of patented inventions from firms at the levels of technology, organization, and project/invention, this study attempts to help fill a critical gap in the literature. The purpose of this research was to investigate the implications of networked public management on the design, implementation, and utilization of federal performance measurement systems. A multiple, instrumental case study of four public health programs funded by CDC and implemented nationally through vertical and horizontal network structures was conducted. Cross-case findings suggest that the networked implementation structures for the four federal-level, public health programs have important implications for the design of the performance measurement systems. The Identification Of Participation Barriers Associated With Employment Testing In The Ontario Constable Selection System, Glenn Hadley

This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

This paper examines the policy process for the implementation of a by-law to restrict or limit the number of cats in a household in Owen Sound. An analysis of the policy process and the identified problem was conducted, in addition to a consideration of the external factors that influence the municipal policymaking process and a survey of other small urban municipalities to determine if they had encountered a similar problem and considered implementing a similar by-law. Motor vehicle crashes involving novice drivers are significantly higher than matured drivers' incidents as reported by the National Highway Traffic Safety Administration Fatality Analysis Reporting System (NHTSA-FARS). There is ongoing research on how to decrease the number of crashes for this driver demographic group in the Unites States and Europe. Novice drivers usually complete driver education classes as a pre-requisite for full licensure to improve overall knowledge and safety. However, compiled statistics still indicate a need for more in-depth training after full licensure.

Persistence And Success: A Study Of Cognitive, Social, And Institutional Factors Related To Retention Of Kalamazoo Promise Recipients At Western Michigan University, Michelle Ann Bakerson

The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.

Across Western Europe throughout the 1990s radical right political parties emerged and gained some electoral success. Since that time, particularly in the face of the popularity of the National Front in France and the Freedom Party in Austria, many studies have been conducted examining the voting behavior, party membership and ideologies of these parties, and what the parties mean to democratic governments. The purpose of this study was to uncover the emerging views of parents and community group stakeholders in regards to The Kalamazoo Promise, and what they believed were the important issues that must be understood by implementers of The Promise in order to provide more effective implementation.
The Kalamazoo Promise is a full-tuition scholarship provided to all eligible graduates of the school district. The qualification criteria are simple, and all graduates attending at least the four years of high school are eligible.

Past research suggest differences in racial group’s perceived experiences in traumatic situations and different ways of coping can affect individual levels of posttraumatic stress disorder (PTSD) symptoms. The author examined how race, methods of coping and risk/resilience factors interact with PTSD symptomology. A total of 28 Black, Hispanic and Non Hispanic Caucasian Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF) veterans were assessed for PTSD symptoms, methods of coping and risk/resilience factors related to deployment. Many protected areas offer night programs for visitors; however, night hours have not been fully recognized as a potential resource in these areas. Night hours in protected areas could provide visitors with experiences unique to these times of the day. Also, typically low levels of visitation during night hours could provide visitors with additional or better suited opportunities to fulfill motivations and benefits sought during daytime activities. On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization's responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. This dissertation consists of three essays that empirically explore the impact of multilateral health-aid on health outcomes like infant mortality rate (IMR) and incidences of an infectious disease, Tuberculosis, in developing economies. The first essay uses parametric and semiparametric mean regressions (additive and non-additive specifications) to capture the impact of education and health-aid on the IMR, after controlling for other covariates. Both specifications confirm education as an important factor in reducing IMR. However, the effect of health-aid on IMR is not significant. Older adults have been shown to have the lowest levels of physical activity for all age groups. The historical relationship between the Kenyan state and women provides lessons and insight as to how women in a colonized state relate to the government and the gains, or lack thereof, that exist. Kenyan women were critical in the nationalist movement that intensified in the 1950s, culminating in independence in 1963. This dissertation provides historical insight into the design and implementation of one strategic plan of a public higher education system in an effort to inform future similar strategic planning processes. On July 1, 1994, the Board of Regents appointed Stephen R. Portch the ninth Chancellor of the University System of Georgia. The increased use of polytomous item formats has led assessment developers to pay greater attention to the detection of differential item functioning (DIF) in these items. DIF occurs when an item performs differently for two contrasting groups of respondents (e.g., males versus females) after controlling for differences in the abilities of the groups. Determining whether the difference in performance on an item between two demographic groups is due to between group differences in ability or some form of unfairness in the item is a more complex task for a polytomous item, because of its many score categories, than for a …

The rise of women’s volunteer organizations can be linked to the social changes that the United States was undergoing during the Progressive Era. The movement from an agrarian society to an industrial one, massive migration of Americans from rural areas to the cities, and increased immigration all contributed to social challenges in the United States in the late 1800s and early 1900s. This dissertation features the stories of drag king performers. Through life story interviews coupled with participant observations, and informed by gender performance, poststructuralist, and psychoanalytic theories, this project examines the ways in which drag performers construct, take up and perform multiple subjectivities and how they benefit from multiple knowledges in their learnings and unlearnings. Through an examination of the creation and circulation of these drag king pedagogies, I suggest ways in which drag performers create and sustain gendered knowledge, while navigating difference and working with multiple discourses of identity, oppression, and power in a socially and economically diverse city. When researchers are unable to randomly assign students to treatment conditions, selection bias is introduced into the estimates of treatment effects. Random assignment to treatment conditions, which has historically been the scientific benchmark for causal inference, is often impossible or unethical to implement in educational systems. For example, researchers cannot deny services to those who stand to gain from participation in an academic program. Additionally, students select into a particular treatment group through processes that are impossible to control, such as those that result in a child dropping-out of high school or attending a resource-starved school. Research in the field of school curriculum and national organizations such as the National Council for the Social Studies and the National Council for Teachers of Mathematics support the use of inquiry-based curriculum in schools. However, due to the policy constraints of No Child Left Behind (NCLB), inquiry-based curriculum is not common in schools. Throughout the history of college football, there have been efforts to reform the system and stop improprieties, yet conflict between gaining academic and athletic prowess at colleges remained a central theme. In the 1980s, the Jan Kemp trial involving the University of Georgia demonstrated this clash between revenue-generating athletics and academic integrity.
