Disaster researchers have established the determinants of preparedness and mitigation at the household level of analysis. However, at the organizational level, there is limited research and no theory to guide research on the determinants of preparedness and mitigation. The main goal of this study is to answer the question "what are the determinants of mitigation and preparedness at the organizational level?" The data come from a survey of 227 organizations in Memphis, Tennessee. This study uses Tobit regression technique to identify the determinants. The purpose of this research was to investigate the implications of networked public management on the design, implementation, and utilization of federal performance measurement systems. A multiple, instrumental case study of four public health programs funded by CDC and implemented nationally through vertical and horizontal network structures was conducted. Cross-case findings suggest that the networked implementation structures for the four federal-level, public health programs have important implications for the design of the performance measurement systems. This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

This paper examines the policy process for the implementation of a by-law to restrict or limit the number of cats in a household in Owen Sound. An analysis of the policy process and the identified problem was conducted, in addition to a consideration of the external factors that influence the municipal policymaking process and a survey of other small urban municipalities to determine if they had encountered a similar problem and considered implementing a similar by-law. Motor vehicle crashes involving novice drivers are significantly higher than matured drivers' incidents as reported by the National Highway Traffic Safety Administration Fatality Analysis Reporting System (NHTSA-FARS). There is ongoing research on how to decrease the number of crashes for this driver demographic group in the Unites States and Europe. Novice drivers usually complete driver education classes as a pre-requisite for full licensure to improve overall knowledge and safety. The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.

Past research suggest differences in racial group’s perceived experiences in traumatic situations and different ways of coping can affect individual levels of posttraumatic stress disorder (PTSD) symptoms. The author examined how race, methods of coping and risk/resilience factors interact with PTSD symptomology. A total of 28 Black, Hispanic and Non Hispanic Caucasian Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF) veterans were assessed for PTSD symptoms, methods of coping and risk/resilience factors related to deployment. On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization's responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. This dissertation consists of three essays that empirically explore the impact of multilateral health-aid on health outcomes like infant mortality rate (IMR) and incidences of an infectious disease, Tuberculosis, in developing economies. The first essay uses parametric and semiparametric mean regressions (additive and non-additive specifications) to capture the impact of education and health-aid on the IMR, after controlling for other covariates. Both specifications confirm education as an important factor in reducing IMR. However, the effect of health-aid on IMR is not significant. DIF occurs when an item performs differently for two contrasting groups of respondents (e.g., males versus females) after controlling for differences in the abilities of the groups. Through life story interviews coupled with participant observations, and informed by gender performance, poststructuralist, and psychoanalytic theories, this project examines the ways in which drag performers construct, take up and perform multiple subjectivities and how they benefit from multiple knowledges in their learnings and unlearnings. When researchers are unable to randomly assign students to treatment conditions, selection bias is introduced into the estimates of treatment effects. Random assignment to treatment conditions, which has historically been the scientific benchmark for causal inference, is often impossible or unethical to implement in educational systems. For example, researchers cannot deny services to those who stand to gain from participation in an academic program.
