[Introduction]

House Bill 2187i, introduced by Delegate Keith Hodges in the 2021 session of the Virginia General Assembly, directed the Commonwealth Center for Recurrent Flooding Resiliency (CCRFR), a partnership between Old Dominion University, the Virginia Institute of Marine Science (VIMS) and the William & Mary Law School’s Virginia Coastal Policy Center (VCPC) established by Virginia Chapter 440 of the 2016 Acts of Assembly (HB 903), to evaluate the development of a Flood Resiliency Clearinghouse Program (henceforth Clearinghouse). Short-term flooding from extreme storm events poses a serious transportation challenge in U.S. cities. This problem—which is anticipated to grow over the next century with our global climate crisis—is often hardest on vulnerable populations, including low-income and minority neighborhoods. This project advances national research methods for assessing flood vulnerability and prioritizing transportation improvement investments to ensure that no community is left stranded when the next flood occurs.
