The deminer was clearing a lane of the minefield (69270024) when he initiated a mine with his Heavy rake and the solidified layer of soil [crust] slid onto the mine. He did this by raking in the site and trying to remove the solidified layer. The mine was approximately 5cm deep and set into hard baked soil.

This field study examined the antecedents of transactional, transformational, and servant leadership behaviors measured on continuum of constructive-development development theory.

Data collected from 54 leaders and 409 followers from community and educational leadership programs across the United States. A multi-level analysis conducted using hierarchical linear modeling combining leaders’ perception of their leadership behaviors, followers rating of leaders’ behaviors and measure of leaders’ level of constructive-development order.

Using the Multifactor Leadership Questionnaire (Avolio & Bass, 2004) and Servant Leadership Questionnaire (Barbuto & Wheeler, 2006) and correlated with constructive-development Order using the Subject-Object Interview (Kegan,1982; Lahey, Souvaine, Kegan, Goodman, & Felix, 1988) …

This article outlines research undertaken by an Aboriginal women’s non-government organization (NGO) into vocational training and education (VTE) needs and issues for remote Aboriginal communities in Central Australia. It describes the Central Australian context, and in particular the impact of remoteness, inequity and disadvantage upon Aboriginal people’s access to and participation in VTE. Waltja Tjutangku Palyapayi (Waltja) is an Aboriginal NGO based in Alice Springs, at the centre of the desert region of inland Australia. Waltja supports the development of family services and the self-determination of remote Central Australian Aboriginal communities. Senior Aboriginal women from widespread communities govern Waltja. This report summarizes some of the major findings of a survey of 749 Massachusetts adults which focuses on matters related to race, public policy, confidence in public institutions, and political behavior. Since a principal objective of the poll is to elicit views from diverse perspectives, the respondents include significant numbers from all major racial groups: Whites (N=100), Latinos (N=113), Asian Americans (N=103), and Blacks and African Americans (N=100). The data was collected in October and November 2006. On some items, there are comparisons with data derived from a similar poll conducted in 1998.

I have written an academic piece, “The Marking of Stuart Chase As a ‘Red Accountant’--An Epic (1917-1921)” on Stuart Chase (SC) and Red Scare #1, 1917-1921. The current piece is a much more casual type writing and, hopefully, will be a part of the SC website. My purpose in this piece is to illustrate how SC was smeared in the Reece Committee Report of 1954 without any possibility of retort before the Committee. There has been recent scholarship by Bradley and Merino (1994) and Vangermeersch (2005) on this event and the subsequent eventual firing of Stuart Chase by the FTC. Bradley and Merino’s scholarship was limited to 1918 and 1919. Vangermeersch’s scholarship was limited to two narrow time periods (Oct. 20, 1919 and then from June 1920 to mid January 1921). This piece is written to extend the time frame from early 1917 through August of 1921. This piece, not only takes a broader time period, also broadens the scope of the prior scholarship. Some VR customers earn less than minimum wage despite being closed successfully, i.e., exiting Vocational Rehabilitation (VR) services into an integrated employment setting. Section 14(c) of the Fair Labor Standards Act allows employers to pay less than the minimum wage to a person whose disability impairs their capacity to be productive at a particular job. People in supported employment are more likely to have a disability that makes them eligible for Section 14(c) minimum wage exemption. How do wages for customers in supported employment compare to those earned by other customers?

In the early 2000's, Westbrook was the beneficiary of an upswing in the Southern Maine economy, aided by a strong marketing effort on the part of the City. As a result, new office buildings and retail facilities located in or near the downtown area and older buildings were rehabilitated and redeveloped. This increase in commercial and business activity increased the demand for parking downtown. With an eye toward long-term growth, a parking management plan was developed to provide the tools necessary to manage the increased demand for parking.

To understand seasonal variation in the number of wildlife-vehicle collisions and the influence of land cover type on collision distribution we counted road-kill carcasses for 84 weeks along a 40 km route on two state highways in northeastern Kansas. We noted land cover type adjacent to each road-kill and tested the null hypothesis that road-kills were distributed randomly with respect to land cover type. Wildlife-vehicle collisions were not distributed randomly in relation to land cover availability. Instead, collisions occurred more often then expected adjacent to riparian areas and less often than expected adjacent to agricultural fields. Wildlife-vehicle collisions varied seasonally …

The problem of finding optimal coordinated signal timing plans for a large number of traffic signals is a challenging problem because of the exponential growth in the number of joint timing plans that need to be explored as the network size grows. In this paper, the game-theoretic paradigm of fictitious play to iteratively search for a coordinated signal timing plan is employed, which improves a system-wide performance criterion for a traffic network. The algorithm is robustly scalable to realistic-size networks modeled with high-fidelity simulations. Results of a case study for the city of Troy, MI, where there are 75 signalized …

Reiterated Commemoration: Hiroshima As National Trauma, Hiro Saito

This article examines historical transformations of Japanese collective memory of the atomic bombing of Hiroshima by utilizing a theoretical framework that combines a model of reiterated problem solving and a theory of cultural trauma. I illustrate how the event of the nuclear fallout in March 1954 allowed actors to consolidate previously fragmented commemorative practices into a master frame to define the postwar Japanese identity in terms of transnational commemoration of "Hiroshima." I also show that nationalization of trauma of "Hiroshima" involved a shift from pity to sympathy in structures of feeling about the event. This historical study suggests that a …

“Welfare polls” are survey instruments that seek to quantify the determinants of human well-being. Currently, three “welfare polling” formats are dominant: contingent-valuation surveys, QALY surveys, and happiness surveys. Each format has generated a large, specialized, scholarly literature, but no comprehensive discussion of welfare polling as a general enterprise exists. This Article seeks to fill that gap. Part I describes the trio of existing formats. Part II discusses the actual and potential uses of welfare polls in government decisionmaking. Part III analyzes in detail the obstacles that welfare polls must overcome to provide useful well-being information, and concludes that they can …

In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward
