Piutang merupakan harta lancar yang terbesar pada organisasi kesehatan dan berdampak dana investasi. Kegagalan pengelolaan piutang di rumah sakit akan mengganggu cash flow dan kegiatan operasional rumah sakit. Penelitian ini bertujuan mengetahui penyebab saldo piutang pasien jaminan pihak ketiga yang tinggi, meliputi dinas dan langganan di RS Port Medical Center. Penelitian operasional ini melakukan pengamatan langsung dan telaah dokumen pada proses pengelolaan piutang pada tahap penerimaan, pembebanan biaya, penataan rekening, penagihan dan penutupan rekening. Studi ini mengestimasi model spesifikasi dinamis permintaan (demand) rokok di Indonesia. Tujuannya adalah untuk menguji hipotesis kecanduan rasional perokok, dan menghitung elastisitas harga rokok jangka pendek dan jangka panjang. Analisis diaplikasikan pada data agregat individu yang dibentuk dari tiga tahapan survei panel IFLS selama tahun 1993-2000. Studi ini menjajagi sejumlah teknik ekonometrik dan memilih teknik tercocok atas dasar serangkaian uji statistik. Hasilnya menunjukkan bahwa rokok terbukti sebagai produk yang menimbulkan kecanduan (koefisien konsumsi masa lampau positif dan signifikan pada 1%). Sedangkan koefisien negatif dan signifikan untuk konsumsi rokok masa depan menunjukan sifat kecanduan miopik, artinya para perokok bersifat tidak rasional. …

Tingginya harga minyak dunia mengakibatkan pemerintah Indonesia di bawah pimpinan Susilo Bambang Yudhoyono (SBY) harus mengurangi subsidi Bahan Bakar Minyak (BBM). Hal ini berdampak pada kenaikan harga BBM sebanyak tiga kali yaitu pada Maret 2005 (kenaikan harga berkisar 60 persen), Oktober 2005 (sekitar 108 persen), dan Mei 2008 (sekitar 30 persen). Kebijakan ini dimaksudkan agar dana yang diperoleh dari pengurangan subsidi BBM dapat dipindahkan alokasinya untuk empat program utama bagi penduduk miskin dan tidak mampu. This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. Peace without justice is an illusion. The use of the International Criminal Court (ICC) to investigate and prosecute human rights violations not only provides restorative justice for those harmed by the wrongdoing but also retributive justice towards the perpetrators. Restorative justice seeks to help heal the wounds of the victims and community by acknowledging and witnessing the pain and suffering of the victim. Retributive justice seeks to punish the offenders. The hope is that retribution will deter or prevent future acts of violence by holding perpetrators accountable for the violations of human rights, genocide, war crimes, and crimes against humanity. …

This article presents an argument for revisiting social work's relationship to public assistance in the wake of 10 years of welfare reform. Three case studies drawn from a mixed-method study of the quality of life of former TANF recipients illustrate the range, depth and complexity of the needs of persons while they are on the welfare rolls, transitioning off and living without cash relief. The article briefly traces the history of social work's commitment to and provision of social services for this population and argues that it may be time to revisit the profession's role in public assistance. Military and political intervention, including economic sanctions, to stop genocide and ethnic and other political mass murder is under attack. Apparently the lessons of Hitler’s holocaust, the Turkish genocide of Armenians, Pol Pot’s slaughter of innocents, and the loss of life in Rwanda are being rethought and un-taught. So-called peace is now preferred over prevention. The dead may have died in vain.

For decades, scholars of international relations have called attention to the limits of American power. For example, in 1976 Cornel University Press published America as an Ordinary Country: U.S. Foreign Policy and the Future , edited by Richard Rosecrance. As the title indicates, Rosecrance's book analyzed the impact of the economic, military, and foreign policy setbacks of the 1970s on U.S. power. Fulton County Commissioners Authorize Bond Referendum

The article reports that voters in Fulton County, Georgia will vote on a $275 million bond referendum for the construction, expansion and renovation of public libraries, on November 4, 2008. These bonds, if approved, will provide funding for the Atlanta-Fulton Public Library System's master plan, which includes eight new libraries, expansion of two facilities and renovation of 23 more.

Although welfare rolls have declined dramatically since the passage of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996, many of those parents still receiving Temporary Assistance for Needy Families (TANF) face multiple barriers to employment. In response to a proposed state bill increasing work requirements and imposing stricter time limits, the authors conducted focus groups and interviews in order to learn about the experiences of long-term recipients of TANF in Maine. Domestic violence, children's disabilities, and health issues for the mother emerged as key obstacles to meeting TANF work requirements for the 28 women participating in the …
