Modeling And Analysis Of Resolve And Morale For The `Long War', Michael J. Artelli
Modeling And Analysis Of Resolve And Morale For The `Long War', Michael J. Artelli
Theses and Dissertations
In The Art of War, Sun Tzu begins by stating: "War is a matter of vital importance to the State; the province of life or death; the road to survival or ruin. It is mandatory that it be thoroughly studied." Sun Tzu follow's this opening by stating five fundamental factors a commander must master to be successful in combat. The first of these factors is moral influence which Sun Tzu defines as "that which causes the people to be in harmony with their leaders, so they will accompany them in life and death without fear of mortal peril." In the …
Triangulating Social Capital Measurement For Turnover Research: Applications To The U.S. Military, Frederic W. Lunas
Triangulating Social Capital Measurement For Turnover Research: Applications To The U.S. Military, Frederic W. Lunas
Theses and Dissertations
In the United States, and around the world, social capital is becoming an intriguing new focus for slowing the declining sense of community and community trust. This strengthening focus on social capital in empirical study has great potential for an important role in U.S. public policy, as policy changes focused on increasing social capital may decrease turnover.
Yet, according to researchers, not enough sufficiently tested empirical measures of social capital exist. Combining several existing measures should provide a theoretically informed measurement of social capital for turnover research with application to the U.S. Military. Within this context, this thesis incorporated survey …
An Analysis Of The Impact Of Defense Acquisition Reforms And External Factors On Schedule Growth Of Defense Weapon Systems, Michael P. Giacomazzi Iii
An Analysis Of The Impact Of Defense Acquisition Reforms And External Factors On Schedule Growth Of Defense Weapon Systems, Michael P. Giacomazzi Iii
Theses and Dissertations
The growth in the acquisition cycle time of large defense systems from what was planned (i.e., schedule growth) creates several issues for defense acquisition managers and policy makers. These issues include increased likelihoods of cancellations, changes in requirements, and delays in the fielding of improved combat capabilities and replacements for legacy systems, which have resulted in further cost and schedule growth. As a result, Congress, the DoD, and the individual military services implemented several major reforms to address the cost and schedule growth of weapon systems. This research presents an empirical model of schedule growth to evaluate the impact of …
Planning And Assessing Stability Operations: A Proposed Value-Focused Thinking Approach, Gerald D. Fensterer
Planning And Assessing Stability Operations: A Proposed Value-Focused Thinking Approach, Gerald D. Fensterer
Theses and Dissertations
Stability operations are vital to establish peace in the aftermath of conflict. The United States is often called in for military support during conflict. The new American military paradigms include establishing peace through stability operations after a military conflict. Due to this new role, military decision makers face many difficulties in conducting successful stability operations. Compounding this problem is the limited number of resources pertaining to stability operations: experts, doctrine, knowledge, and technology. Two overarching challenges of stability operations facing decision makers are planning and prioritizing of stability operations and determining progress. This thesis applies a structured analytical approach to …
Quantification Of Risk For Usaf Fire And Emergency Services Flights As A Result Of Shortage In Manpower, Timothy D. Dalby
Quantification Of Risk For Usaf Fire And Emergency Services Flights As A Result Of Shortage In Manpower, Timothy D. Dalby
Theses and Dissertations
The United States Air Force (USAF) is currently experiencing a period of high operations tempo and overseas deployments have become frequent. These deployments will leave home installations short manned. Some amount of risk is incurred by the home installation as a result of the short manning. For an organization, such as an USAF Fire and Emergency Services (FES) flight, whose primary responsibility is the protection of life and property, the incurred risk could be catastrophic. Still no attempt has been made to quantify risk in terms of manpower for the USAF FES flights. The primary purpose of this research was …
The Chaos Of Katrina: A Nonlinear Analysis Of Federal Logistics Support During Hurricane Katrina Relief Operations, Gerald W. Morris Jr.
The Chaos Of Katrina: A Nonlinear Analysis Of Federal Logistics Support During Hurricane Katrina Relief Operations, Gerald W. Morris Jr.
Theses and Dissertations
This thesis presents a case study of federal logistics support during Hurricane Katrina disaster relief operations. Data from federal contracts covering the first 10 weeks of Katrina are used to measure federal logistics activity. The study investigates whether chaos theory, part of complexity science, can extract information from Katrina contracting data to help managers make better logistics decisions during disaster relief operations. The study uses three analytical techniques: embedding, fitting the data to a logistic equation, and plotting the limit-cycle. Embedding and fitting a logistic equation to the data were used to test for deterministic chaos. The logistic equation and …
Critical Infrastructure Rebuild Prioritization Using Simulation Optimization, Namsuk Cho
Critical Infrastructure Rebuild Prioritization Using Simulation Optimization, Namsuk Cho
Theses and Dissertations
This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. We use a simulated annealing heuristic as an optimization technique that works …
A Multi-Objective Decision-Making Model For Resources Allocation In Humanitarian Relief, Seungbae Park
A Multi-Objective Decision-Making Model For Resources Allocation In Humanitarian Relief, Seungbae Park
Theses and Dissertations
This thesis addresses the critical resource allocation in the initial days of a disaster relief operation. One of the most important and essential components of relief operations is the allocation of scarce resources to accomplish the relief efforts. Every operation for disaster relief needs various critical resources whether they are personnel, equipment, supplies, or simply finances. Several research efforts for disaster relief have suggested methods to allocate scarce resources across a variety of competing objectives and programs in a disaster relief operation. Many of those efforts focused on optimizing a mathematical programming model subject to budget constraints. However, capturing the …
South Korea's Current Status Of Fms, Hyoungill Moon
South Korea's Current Status Of Fms, Hyoungill Moon
Theses and Dissertations
South Korea has been threatened by North Korea and surrounded by powerful countries since the Korean War in 1950~1953. One resource that maintains South Korea’s security is the strong alliance with the U.S. The primary function of the alliance has been Foreign Military Sales (FMS). As the world circumstances change, South Korea may need more self-reliant defense power that can maintain its security with its own authority. This thesis looks at where South Korea stands on FMS from the U.S, considering its economy, technology development, military expenditure, and dispute condition using Multiple Regression model. South Korea’s current FMS trade amount …
Classifying Failing States, Nathan E. Nysether
Classifying Failing States, Nathan E. Nysether
Theses and Dissertations
The US is heavily involved in the first major war of the 21st Century -- The Global War on Terror (GWOT). As with any militant group, the foundation of the enemy's force is their people. There are two primary strategies for defeating the terrorists and achieving victory in the GWOT. First, we must root out terrorists where they live, train, plan, and recruit and attack them militarily. Second, we must suffocate them by cutting off the supply of new soldiers willing to choose aggression or even death over their current life. This thesis helps to achieve these objectives by applying …
Optimizing The Prioritization Of Natural Disaster Recovery Projects, Jason M. Aftanas
Optimizing The Prioritization Of Natural Disaster Recovery Projects, Jason M. Aftanas
Theses and Dissertations
Prioritizing reconstruction projects to recover a base from a natural disaster is a complicated and arduous process that involves all levels of leadership. The project prioritization phase of base recovery has a direct affect on the allocation of funding, the utilization of human resources, the obligation of projects, and the overall speed and efficiency of the recovery process. The focus of this research is the development of an objective and repeatable process for optimizing the project prioritization phase of the recovery effort. This work will focus on promoting objectivity in the project prioritizing process, improving the communication of the overall …
Patterns Of War Termination: A Statistical Approach, Paul D. Robinson Ii
Patterns Of War Termination: A Statistical Approach, Paul D. Robinson Ii
Theses and Dissertations
This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. While the Correlates of War Project did not necessarily focus its data collection efforts on those variables historically associated with war termination, it did provide a sufficient number of variables with which …
Reshaping Natural Resources Management In A Globalized World : A Balancing Act, Lila Barrera-Hernández
Reshaping Natural Resources Management In A Globalized World : A Balancing Act, Lila Barrera-Hernández
Theses and Dissertations
Natural resources' development scenarios involving indigenous peoples and other minority stakeholders, foreign investors (private and public), and considerable environmental and social impacts are increasingly frequent, particularly in South America and other developing regions. Balancing development's impacts and benefits and looking after a country's balance of payments while taking into account, among other things, minority rights, respect for cultural identities, the need for widespread poverty alleviation and environmental stewardship is proving an extremely delicate task and one that increasingly requires thoughtful consideration of extraneous limitations, both factual and legal. Whilst a few decades ago the international law principle of permanent sovereignty …

Public Policy Preferences And Political Attitudes: Exploring The Generational Divide Among African Americans, Dietra Y. Trent
Theses and Dissertations
Since the Civil Rights era, African Americans have come a long way. In the years since the 1964 Civil Rights Act and the 1965 Voting Rights Act, there have been dramatic increases in education, political representation, business ownership, and occupational position. Yet, for all of the economic, social and political advances made in the African American community, many young people are still subjected to inferior schools, housing and depressed communities where crime, drugs, police brutality and HIV/AIDS run rampant. As a result, there is a growing tension among the community over the root causes of their predicament and the most …
The Making Of The Trafficking Victims Protection Act Of 2000: Viewed Through The Lens Of The Advocacy Coalition Framework, Nicole Kristine Footen
The Making Of The Trafficking Victims Protection Act Of 2000: Viewed Through The Lens Of The Advocacy Coalition Framework, Nicole Kristine Footen
Theses and Dissertations
The U.S. Trafficking Victims Protection Act of 2000 (TVPA) was the first piece of legislation designed to combat human trafficking on all fronts, both domestically and internationally, and was upheld as a model worldwide. Although human trafficking as an issue seemed to appear out of nowhere onto the congressional agenda and a number of heated debates ensued during .the making of the TVPA, the legislation passed quickly by an unlikely coalition of players. The purpose of this dissertation research was to gain insight into the forces which led to the making of the TVPA through the lens of the Advocacy …
Examining Spatiotemporal Change In Neighborhood Crime Using Social Disorganization As A Theoretical Framework: A 10-Year Analysis Of Homicide In The City Of Richmond, Va, Suleyman Demirci
Theses and Dissertations
This study investigates both space and time aspects of neighborhood crime distributions using social disorganization as a theoretical framework in the City of Richmond, VA. Neighborhood crime, in this study, might be considered as any type of index crime aggregated to neighborhood level. For the purpose of the present study, however, neighborhood crime only includes "homicide" categorized as an index crime in the Uniform Crime Report (UCR). Homicides in neighborhoods have been realized as rare events, and have become problematic to establish robust statistical models in the literature. With the focus of neighborhood homicide, this study questions the consistency of …
Measuring Hispanic/Latino Satisfaction With Health Services In Chesterfield County, Virginia, Lynell H. Mcclinton
Measuring Hispanic/Latino Satisfaction With Health Services In Chesterfield County, Virginia, Lynell H. Mcclinton
Theses and Dissertations
The objectives of this study were to measure and describe the overall satisfaction of Hispanics/Latinos with services they receive from Chesterfield County's Health Department and compare it to that of African Americans and Caucasians. Also, the objectives were to analyze reasons for different levels of satisfaction, assess the nature and degree of satisfaction with particular services, and suggest implications of the Hispanic/Latino opinions for public policy. While the empirical literature revealed that Hispanics/Latinos experience lower levels of satisfaction with health care services, this study did not provide evidence to support this theory. This is a multi-method non-experimental research design combining a …
Determinants Of College Students' Opinions Towards Felon Voting Rights: An Exploratory Study, Edwards Brenda Cherie Dawson
Determinants Of College Students' Opinions Towards Felon Voting Rights: An Exploratory Study, Edwards Brenda Cherie Dawson
Theses and Dissertations
The disenfranchisement of felons follows a long American tradition of selectively granting the most coveted democratic tradition - voting. As a collateral "civil" consequence to criminal conviction that is legally deemed as non-penal, felon voting prohibitions have been used as an exclusionary tool for certain otherwise eligible voting populations. Current research finds that African-Americans individually and collectively may experience diminished voting power due to felon voting laws (Uggen & Manza, 2002; Manza & Uggen, 2004; King & Mauer, 2004). The purpose of this research is to examine opinions toward felon voting prohibitions in a state that has one of the …
An Exploration Of The Influence Of Race And Gender On Sexual Beliefs And Attitudes Of Adolescents, Kristine Marie Vandenberg
An Exploration Of The Influence Of Race And Gender On Sexual Beliefs And Attitudes Of Adolescents, Kristine Marie Vandenberg
Theses and Dissertations
This study explores factors that influence the sexual attitudes and behaviors of adolescents specifically through an examination of social constructs that measure sexual beliefs and attitudes of adolescents and the relationships between race and gender and sexual beliefs and attitudes. As the U.S. has maintained one of the highest rates of unplanned teen pregnancy and births among industrialized nations, schools and community groups have struggled to combat teen pregnancy and worked toward designing effective prevention programs. Through an emphasis either on abstinence or safe sex practices, these programs strive to influence adolescents' sexual behavior. However, studies and reports reveal a …

Nonprofits, including cultural organizations, are increasingly relying upon fees for service as part of their operating budgets. Arts organizations have taken an increasingly prominent role in arts education starting with federal budget cuts in the 1960s and 1970s. There is a lack of data on the effects of partnering with schools on nonprofit arts organizations as well as the effects of government contracting on nonprofits. This study consists of an email/internet survey to determine how contracting with schools to provide arts activities affects nonprofit arts agency independence, vendorism, bureaucratization, costs, and artistic quality. The survey was pilot tested with 22 leaders …
Achieving High Performance In Local Government: Linking Government Outcomes With Human Resource Management Practices, Richard F. Huff
Achieving High Performance In Local Government: Linking Government Outcomes With Human Resource Management Practices, Richard F. Huff
Theses and Dissertations
Historically public sector personnel policies and practices have been targets of reform. These reforms consisted of transferring private sector techniques to a public sector perceived to be more bureaucratic and less efficient. Private sector research is replete with evidence of a connection between "superior" human resource management (HRM) practices and the performance outcome of profitability. Public sector outcomes are more difficult to connect directly to management practices. As a result, the focus of public sector reform has become one of improving the processes of management rather than improving the outcomes of government. The linkage between reform and outcome is assumed. This …
