The passage of the Chinese Exclusion Act is a dark chapter in the immigration history of the United States. In contrast to the overwhelming “Yellow Peril” literature of the time, the outcries of mistreated Chinese were few and far between, as they had little recourse against their accusers. This article attempts to identify the rare voices of Chinese Americans and recognizes the bold vision and noble endeavors of some progressive Americans during the Exclusion Era of the late nineteenth century. In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

Recent narratives on terrorism have focused on the definitions. Terrorism is not a new phenomenon but the problem resides in its definition and who is defining it. Conceptualizing terrorism depends on which framework one utilizes. States facing the decision to develop a nuclear weapons program do so within a broader context of their relationships with other countries. How these diplomatic, economic, and strategic relationships impact proliferation decisions, however, remains under-specified. Adding to the existing empirical literature that attempts to model state proliferation decisions, this article introduces the first quantitative heterogeneous network analysis of how networks of conflict, alliances, trade, and nuclear cooperation interact to spur or deter nuclear proliferation. Using a multiplex network model, we conceptualize states as nodes linked by different modes of interaction represented on individual network layers. Node strength is used to …
