Older women face unique health inequities challenges. This study aims to provide an understanding of older women’s perceptions and situated experiences regarding the gendered health inequities they face and the social determinants (SDH) thereof. It examines how these health inequities are situated in older women’s genealogical (familial) and geographical health and mortality outcomes histories and how their perceptions and experiences of health inequities and their familial mortality outcomes histories are characterized by the geopolitical and social norms in which they live. "The lack of adequate broadband infrastructure persists in many rural communities. Beyond funding, additional barriers persist, such as digital literacy and community-level self-efficacy. As a result, the first contribution articulates barriers at the organizational level. This work proposes a framework based on the Theory of Planned Behavior to highlight stakeholder dynamics that have constrained Regional Planning Commissions from advancing broadband infrastructure in rural areas. Evaluation can be imagined as an uncertainty management strategy and evaluators as a class of professionals whose role is reducing uncertainty for decision-makers. In the development sector, uncertainty about the efficacy of various interventions exists and evaluations are needed to improve organizational resource utilization. Representations of uncertainty impact decision-making. Evaluator beliefs and routines regarding uncertainty representation in evaluation reports contribute to the ability of evaluation to influence decisions about development programs and policies.
