The City of Willowick, Ohio, (Mayor and City Council), commissioned Cleveland State University, Center for Emergency Preparedness to conduct this “Willowick Fire and EMS Department Feasibility” study. The summary of findings and recommendations highlights some of the major issues, which require discussion.
The main focus of this study is on efficient and sustainable staffing for the Willowick Fire and EMS Department; however, there are a number of factors which must be addressed to meet the National Fire Protection Association and Insurance Service Office “best practices,” ones which public safety entities strive to achieve. Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. Although philanthropy ranks among the best of human endeavors, local governments across the country have severely restricted charitable entreaties by organizations and individuals alike, all in the name of eliminating "panhandlers." These laws rely on premises that increasingly conflict with Supreme Court instructions about the freedom of speech. Yet lingering uncertainty about where exactly charitable restrictions fall in First Amendment jurisprudence has encouraged local governments to innovate new statutory formulations to wage war on expressions of poverty in order to "clean up" their cities. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. This report provides an assessment of the feasibility of consolidation of two public safety answering points in Richland County, Ohio. The report describes the methodology used to assess the feasibility. The findings are that consolidation of dispatch services among the potential participating entities is feasible. Consolidation of services would reduce capital costs expended across the county for public safety emergency dispatching over the long term. Given the proposed investment equipment and staff, the level and quality of service provided by a consolidated dispatch center should exceed those currently being supplied.

Analysis Of Median Household Income Differences Between Election Day-Vbm And Eip Voters, Mark Salling, Norman Robbins

Analysis of early in-person (EIP) voting in 2008 in Cuyahoga County shows that African-American, white, and Hispanic voters who used EIP voting had significantly lower incomes than members of those same groups who voted on election day or by mail. This result applies to those voting EIP on weekdays, extended weekday hours, weekends, and the three days before election day.

We provide here an analysis of the demographic and socioeconomic characteristics of the Cleveland Public Library’s (CPL) service area and that of the neighborhoods in which the library’s patrons live. We also describe the borrowing patterns for the branch and downtown, Main Library, locations. The census-based demographic and socioeconomic data used for the analysis include income, number of children, race, Hispanic ethnicity, language spoken at home, ability to speak English, public-versus-private school attendance by grade level, housing tenure (owner/renter), educational attainment, employment status, and place of employment (Cleveland versus other). The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …
