The Baltic Sea is one of the world’s busiest waterways. An estimated 9 % of the world’s trade and 11 % of the world’s oil transportation passes through Baltic waters. It is estimated that this will increase by 64 % between 2003 and 2020. For example, the oil transportation has increased by 133 % between 1997 and 2008 and is now over 250 million tonnes per year. Plenty of shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution, mostly of oil. The …

The discharge of Harmful Aquatic Organisms and Pathogens (HAOP) found in ships ballast water from one port environment to another can have severe ecological, environmental and economic consequences, especially when they transform into marine pests. This informs the necessity to investigate treatment options that could curtail the transfer of these organisms from a source harbour. An alternative to the conventional Ballast Water Treatment Systems is investigated and proposed in this study- it entails the onshore treatment of host port water before it is loaded as ballast water into ships. This dissertation is a study on Ship’s routeing and Port zoning Audit Scheme (SPAS) for eradicating or reducing risky circumstantial factors of marine casualties and incidents in coastal waters. The resurgence of piracy in the Gulf of Guinea in 2007 greatly affected the economy of some West African states especially Nigeria and Benin. The severity of attacks by pirates led to United Nations Security Council resolution 2018 (2011) expressing deep concern about the threat posed by piracy in the region and an intention for a cooperative regional action to combat this maritime security crime .
