Profiling Maine’S Long Term Support System [Project Brief], Eileen Griffin Jd
Disability & Aging
A recent report by the Muskie School and the Maine Department of Health and Human Services provides a new way of looking at the state’s long term support system. With an emphasis on developing a common approach for description and analysis across programs, the profile reveals that users of long term services and supports in Maine span all age groups and types of service users. In fact, 28% are ages 17 or younger and 29% are between the age of 35 and 64. Long term service users include people with physical impairments, cognitive and intellectual disabilities, and people who need …

Children, Youth, & Families
The Colorado Department of Human Services (CO DHS) has contracted with the Cutler Institute for Health and Social Policy to assess the professional development needs of child welfare caseworkers, case aides, and supervisors. This needs assessment will help guide the development of the new Child Welfare Training Academy established by Governor Bill Ritter in May 2009. The Academy will provide child welfare professionals across the state with the training, skills and knowledge to better protect the state's most vulnerable children from abuse and neglect.

South Burlington, Vt: Mixed-Use Comes To O’Dell Parkway, Ryan Neale, Brett Richardson, Richard Barringer
South Burlington, Vt: Mixed-Use Comes To O’Dell Parkway, Ryan Neale, Brett Richardson, Richard Barringer
Planning
The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Children At Risk In The Child Welfare System: Collaborations To Promote School Readiness - Final Report, Helen Ward Jd, Julie Atkins Ma, Patricia Morris, Sun Young Yoon
Children, Youth, & Families
This study examines the degree to which key players in the child welfare, early intervention/preschool special education (EI/Preschool SPED) and early care and education (ECE) systems (e.g. Head Start, preschool, child care centers, family child care homes) collaborate to meet the developmental needs of children ages 0 to 5 who are involved in the child welfare system. This research includes an analysis of data from the National Survey of Child and Adolescent Wellbeing (NSCAW) as well as a case study in Colorado involving interviews with key stakeholders and statewide surveys of caseworkers and foster parents.

Disability & Aging
This document provides a new way of looking at Maine's long term services and supports, with an emphasis on developing a common approach for describing and analyzing long term services and supports across programs. A conscious effort was made to organize this profile around the populations served rather than the programs serving them. For that reason, the profile captures information on all of the services accessed by each population group, not only those services administered by a particular program. This broader view provides important information about the full range of service utilization for each population group.

Economic Impacts Of The Proposed Maine Power Reliability Project, Charles S. Colgan
Economic Impact Analysis
Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.
Large construction projects such as MPRP typically have a different type of impact on the economy than, for example, a new manufacturing plant. Construction and related …
