English philosopher and political economist John Stuart Mill argued that people learn by choosing: this is how they become creative and productive individuals. For this reason, and because he felt that individuals are typically the most capable people to make their own choices, Mill was highly skeptical of restrictions on choice placed by a third party, such as the state.

Senator and presidential contender John Kerry has loudly and critically clanged the intelligence-reform bell in President Bush's ears. Recently, Mr. Kerry proposed great expansion of the director of central intelligence's (DCI) authority over the National Security Agency, Defense Intelligence Agency and National Geospatial-Intelligence Agency. But true reform must first come with the DCI's emancipation from the White House through providing a 10-year term as a presidential appointee.

Although feminism, of course, emerged out of the actual personal experiences of discrimination and other forms of subordination, ameliorating such obstacles required and requires a collective politics, most identifiable in liberal feminism’s focus on equality of opportunity in the public domain, such as Title IX or the push for the ERA I described. American central cities have long faced problems associated with population losses and deteriorating economies. As middle-class citizens move to the suburbs and as shopping centers and industry join them, the city experiences considerable difficulty raising money to fund the services needed by its growing low-income population. Just as the dwindling middle class produces strains in the city's economy, it also alters and reshapes the contours of the city's politics. This was particularly true of the 1960s since the vast majority of the out-migrants was white and a large proportion of the growing number of low-income city residents was black. Cities …
