Eighty-four percent of immigrants appearing before immigration judges are unrepresented. Immigration judges are overwhelmed with the dual role of adjudicating cases and serving as counsel to pro se individuals appearing before them. In addition, due to the rising costs of retaining a lawyer, immigrants are turning to immigrant consultants. These incompetent and unscrupulous individuals are preying on vulnerable immigrants and engaging in the unauthorized practice of law. In addressing unmet legal needs for immigrants, most advocacy efforts for immigrants regarding the acquisition of competent representation focus on persuading the courts that immigrants appearing before an immigration judge have a constitutional …

Honors Theses and Capstones
Scandals at Penn State and Syracuse University have the world talking about mandatory reporting. There no debate in the academic community concerning the detrimental effects of child maltreatment and neglect, but the debate concerning mandatory reporting is ongoing. This study looks at the effectiveness of universal mandatory reporting of child maltreatment versus the current statute of mandated reporting for only certain professions in the states of New York and Pennsylvania. The underlying problems of the funding structure are explored, and, finally, …

Geography
Calls for cross-scalar theoretical and methodological approaches are not new to commons scholarship. Such efforts might be hastened by channelling poststructuralist and critical theory perspectives through the geographic subfield of political ecology, including attention to political scales and subjects. Toward this end, this paper reconsiders Maine’s lobster fishery. This case has provided rich material for watershed commons scholarship, demonstrating the ability of social groups to conserve resources independent of government or markets, and it continues to offer new findings. Recent fieldwork shows that as lobster boat captains advance collective interests through state-supported co-management governance arrangements, concerns of crew and non-fishing …
