Assembly Bill 629 of the 2007 Nevada Legislature mandated that a performance audit of Nevada’s child welfare agencies be conducted. This legislation was passed in response to documented concerns regarding the appropriate provision of services by the agencies, including inconsistent data and multiple safety issues. The UNLV Research Team comprised of staff from the Nevada Institute for Children’s Research and Policy, the School of Social Work and the William S. After all, it was Luther Gulick's rock-hewn formulation of the skills involved in public administration, circa 1937. Almost seven decades later, in their book Governing by Network, Stephen Goldsmith and William Eggers called for a
cultural transformation in the way we build capacity in the public sector, and, as I see it, crafting a new POSDCoRB for our time.

Plant Recruitment In A Northern Arizona Ponderosa Pine Forest: Testing Seed- And Leaf Litter- Limitation Hypotheses, Scott R. Abella

Seed availability and leaf litter limit plant establishment in some ecosystems. To evaluate the hypothesis that these factors limit understory plant recruitment in Pinus ponderosa forests, I conducted a seeding and litter removal experiment at six thinned sites in the Fort Valley Experimental Forest, northern Arizona. Experimental seeding of four native species (Penstemon virgatus, Erigeron formosissimus, Elymus elymoides, and Festuca arizonica) and raking of litter occurred in 2005. Seeding resulted in a substantial recruitment of 14 to 103 seedlings/m2 (1 to 10/ft2) one month after seeding for two species (P. virgatus and E. elymoides), but these densities subsequently declined by …

Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. It is a duty of the managers to warn through a collaborative discussion about the advantages or drawbacks in a small group meeting. Assessment is a vital component of any program or initiative in terms of monitoring and strengthening its impact. Assessment involves establishing outcomes (programmatic, learning, etc.), verifying that efforts are aligned with those outcomes, assessing impact, and “closing the loop” by using what is learned to make improvements. • The Interagency Science and Research Team provided a review of its overall progress to the SNAP Board at a meeting on January 25, 2008.
• A meeting was held with an ad hoc SNAP Land Use Team to request members’ assistance in the development of the science strategy. These individuals reviewed the draft SNAP Science and Research Strategy sub-goal related to land use and then developed priority science questions and associated contributing questions. The program was regularly audited by the United States Department of Energy (DOE) to ensure strict compliance to regulatory requirements for nuclear facilities.

The NSHE QA Program is staffed by knowledgeable professionals who specialize in assisting smaller organizations who have no previous quality assurance experience.

The article shares the author's views on managing with foresight. According to her, strategically managing with foresight has always required with informed understanding. She stresses that one of the most effective disciplines for learning from experience is After Action Review (AAR). Housing In The Nation’S Micropolitan Areas: A First Look, Robert E. Lang, Karen A. Danielsen

Micropolitan area is a newly defined unit of analysis for examining housing affordability. Before the creation of micropolitan areas in 2003, U.S. counties were categorized as either metropolitan or nonmetropolitan. The category of micropolitan area allows for a more detailed analysis of housing affordability conditions in areas with populations less than metropolitan areas but more than nonmetropolitan areas. Variables examined in this analysis of micropolitan areas include demographic and housing characteristics. A policy section highlights how the findings from this analysis may be applied to micropolitan geography.
