The Joint Fire Science Program, the National Wildfire Coordinating Group Fuels Management Committee, and Sonoma Technology, Inc. are unveiling the prototype of a new planning environment that will help fuels specialists negotiate the confusing array of planning tools. The new framework, dubbed the Interagency Fuels Treatment Decision Support System, or IFT-DSS, organizes fuels-planning software and data into a seamless user environment. IFT-DSS offers users access to powerful modeling software from within a well-designed, intuitive graphical user interface, and it provides a common platform for the further development of fuels-planning software tools. In communities across the United States, social service clients face uncoordinated systems of care and delays in services when their information cannot easily be shared among providers. Social service agencies face challenges in sharing information on clients and services between disparate information systems and inefficiencies when multiple, stand-alone systems are used to satisfy operational, funding, or reporting requirements.

Removing hazardous fuels to reduce the risk of wildfire has become a priority for land managers across the United States. Utilizing biomass taken from forests to cover the cost of fuel reduction is an attractive ideal. Effective utilization could also address important national challenges such as improving forest health, increasing domestic energy supplies, reducing carbon emissions, and revitalizing rural economies. However, getting woody biomass from the forest to the consumer is economically and logistically difficult, and efforts to make biomass utilization profitable have been disappointing so far. On June 30, 2009 an arbitrator recommended that Nebraska be required to pay Kansas $10,000 for violating the Republican River Settlement, after Kansas had originally requested $72 million in damages. The August 5, 2009 Cornhusker Economics explored the significance of the arbitrator’s decision. Community Wildfire Protection Plans: Reducing Wildfire Hazards In The Wildland Urban Interface, Gail Wells

The 2003 Healthy Forests Restoration Act calls for local communities in the wildland-urban interface to collaborate on developing Community Wildfire Protection Plans (CWPPs) to reduce their wildfire hazard. To craft a successful CWPP, a community must collaborate effectively. A Joint Fire Science Program-sponsored research team studied 15 communities as they developed CWPPs. They found that social networks, learning communities, and community capacity were key indicators of success, and that working together on a CWPP can enhance a community’s capacity to collaborate, helping it address future challenges more skillfully.

Healers And Helpers, Unifying The People: A Qualitative Study Of Lakota Leadership., Kem M. Gambrell

The purpose of this critical grounded theory qualitative study was to explore Lakota Leadership from a Native perspective. Interviews were conducted with enrolled members of a Lakota tribe in an urban setting as well as on the Rosebud reservation to gain better awareness of leadership through a non-mainstream viewpoint. Previously, in order to understand leaders and followers, research limited its scope of discernment to dominant society, implying that non-mainstream individuals will acquiesce, or that differences found are inconsequential. Leadership scholars also have implied that leadership theory is “universal enough”, and can be applied globally regardless of influences such as race, …

Even before the conception of electronic-only documents, providing permanent public access to government information was challenging. Since 1813, federal depository libraries have acquired and maintained tangible items to ensure continued access for the public. Fugitive documents, or government-produced information which escapes distribution through the Federal Depository Library System (FDLP), have always been a major concern. In our current environment, where the vast majority of government information is distributed electronic-only, this problem has only worsened. One of the primary roles of a supervisor is to manage worker performance. Performance management is the "continuous process of identifying, measuring, and developing the performance of individuals and teams and aligning performance with the strategic goals of the organization" (Aguinis, 2007, p. 2). Supervisors must regularly assess current performance levels and take steps to improve performance in a way that is congruent with agency goals. The ultimate goal is to achieve agency objectives through individual and team performance.

To effectively manage performance, supervisors must know what the performance expectations are for workers and clearly communicate these expectations to workers. …

In this chapter, the focus is on recruiting and selecting new staff and on the steps agencies can take to ensure that they are doing the best possible job to attract and hire a high-performing, committed workforce. This chapter reviews a number of strategies for improving recruitment and selection processes and provides case examples from the authors' work with child protection agencies in several states. These projects have been accomplished by a team of researchers at the University of Nebraska-Lincoln's Center on Children, Families, and the Law (CCFL). Architecture Program: Faculty Scholarly and Creative Activity

This investigation examined predictors of residential satisfaction among newly arrived residents (NAR) and long-term residents (LTR) of a rural community following a rapid influx of immigrants into the community. The physical environment, social/cultural aspects of life, and resources and public services were hypothesized to affect perceptions of residential satisfaction. Both LTR and NAR were pleased with environmental attributes, sociocultural attributes, and public services. An inverse relationship was revealed between stress and residential satisfaction. The primary sources of stress for LTR related to economics and social status issues, whereas the primary sources of stress among NAR involved issues concerning family and …

People have always given aid and comfort to each other during times of disaster. However, attempts to structure and professionalize this assistance are fairly recent developments. Disaster mental health, as an evolving field of practice and study, is a collection of interventions and practices that are designed to address incident-specific stress reactions, rather than ongoing or developmental mental health needs. Traditional mental health practice is based on a medical model, with a clinician seeing a patient in an office setting.
