Irvin "Buzz" Caverly, Jr. began working at Baxter State Park in 1960 as Park Ranger I immediately after graduating from Lee Academy in Lee, Maine. In 1982, 22 years after first being hired as a ranger, Caverly was selected to be the Baxter State Park Director, a position he would remain in until his retirement in 2005. Caverly remained active with the park, accepting an appointment from Governor Baldacci in 2007 to serve as the Baxter Park Wilderness Trust Fund Commissioner.

Collection, (1917-2023) includes papers, personal correspondence, and publications regarding former Governor Percival P. Baxter (1876-1969) and Baxter State Park. …

Families of children with disabilities are at the forefront of advocating for positive change in their communities. The policy development process can be intimidating and at times seem like a foreign language. Through development of leadership skills and networking, families can translate their lived experience into actionable steps toward a goal of policy change for the benefits of the wider community. The framework presented here reflects my personal story of advocacy work with the foundation of families as meaningful partners.

The University of Maine's Peace and Reconciliation Studies (formerly known as Peace Studies) was established in the 1987/1988 academic year, with an interdisciplinary, global perspective with the goal to infuse concerns for peace into the campus community and beyond. The program is currently a part of the College of Education and Human Development having formerly been in the Division of Lifelong Learning. The program provided training in conflict resolution, campus mediation, maintained a lending library, and organized Peace Week events and special events on campus.

Historically individuals with disabilities were sent to live in institutions, such as Pineland Center. As public opinion about institutionalization and individuals with disabilities began to change the state worked to create programs to allow individuals with disabilities to live in their own communities. These Home and Community Based Services are funded through Medicaid waiver programs such as section 21 and 29.

During the spring, summer, and fall seasons of 2003, visitors to the Allagash Wilderness Waterway were asked to participate in a user survey. The user survey was designed to elicit information from respondents on a variety of variables to determine characteristics of the visit, including activities, method of travel on the waterway, length of stay, camping conditions encountered, and to determine visitor preferences, including satisfactions with resource and social conditions encountered at campsites and while traveling on the watercourse. This publication analyzes the impact of publicly owned conservation lands on employment and population growth in the Northern Forest region, defined for the purposes of this study as a group of 92 non-metropolitan counties stretching from Maine to northern Minnesota. The principal objective is to determine if there is a systematic relationship between the share of the land base in public conservation uses and employment growth and net migration rates in Northern Forest counties. The main finding is that public conservation lands had little effect on the growth of local economies over the period 1990 to 1997. Net migration rates …

It was written in response to the growing need to conserve local habitats for wildlife in Maine. Federal, state and local government agencies have historically played a significant role in providing outdoor recreational facilities for public use. Public agencies provide campgrounds, picnic areas, hiking trails, access to swimming and boating sites, interpretive facilities and programs, and numerous other types of recreational facilities. Until recently, very little attention was devoted to the costs associated with the provision of these facilities. The enactment of the Fisheries Conservation and Management Act of 1976 (FCMA) on March 1, 1977 marked the beginning of a new era for the fishing industry of the United States. This act, commonly referred to as the "200 mile limit", has the potential of bringing about important institutional changes in the fishing industry. The legislation was necessitated by increased fishing pressure from both United States and foreign vessels, and the apparent inadequacy of existing fishery management practices and controls. The purpose of this study was to prepare a series of alternative plans for three time periods (1968, 1975, and 2000) for the Upper St. John River watershed. The plans contain proposals for a primitive type of recreational development based on private investment. One set of plans is an integration of recreational use with the existing timber use, and another set provides for recreational use of the area surrounding the reservoir in the event the proposed Dickey Dam is constructed.
