All over Ireland large numbers of people live in unsanitary conditions suffering poor indoor air quality, surface condensation and mould. Where the occupants are tenants the cause of the conditions and identification of the parties responsible can cause much stress. Condensation and mould growth on the internal surface of a room are caused by a combination of factors due to specific conditions. In severe cases, one of these factors may lead to surface condensation and/or mould growth, but in general, surface condensation and/or mould growth occurs when two or three of these occur together. This article presents a retrospective analysis of the principal peace agreements to emanate from the North–South conflict in Sudan and the civil war in South Sudan. In doing so, it argues that statebuilding practices dating back to the inception of the Sudanese state continue to inform and undermine contemporary efforts to resolve the conflicts in both countries. The article makes a unique contribution by linking the legacy of peace agreements in Sudan and South Sudan to the crises of governance that plague both countries today. Ireland suffered a lot economically in the Great Recession, yet its policies continued on a neoliberal trajectory, making Irish neoliberalism less a non-dead Zombie and more like a reinvigorated Frankenstein’s monster, with ordoliberal transplants from Germany grafted into an Anglo-American neoliberal composite body. Yet along with these continuities come much change. There was political change in party strengths and personnel. There was change in the Irish state’s capacity for policy analysis (MacCarthaigh, 2017) an increase in the number of Ireland’s policy analysts and their specialisms, and an increased stress on evidence-based policy-making.
