This symposium is designed to examine the implications of diversity management and governance for a 21st century global society. Consequently, what does diversity mean for administrators as employees, managers, policy makers, and implementers? How do these issues impact the collaborative efforts between the citizenry and administrators?

'Loose Tweets Sink Fleets' And Other Sage Advice: Social Media Governance, Policies And Guidelines, Jane Johnston
Jane Johnston
While social media represents a broad range of benefits to organisations and institutions, such as enhanced brand engagement, it also presents challenges and risks to reputation and security, such as confidentiality breaches. Employee use of popular social media platforms, such as Facebook and Twitter, both at work and about work has resulted in organisations developing social media policies and guidelines as part of contemporary governance practice. This paper investigates this recent approach to corporate governance by examining 20 social media policies and guidelines from a sample of corporate, government and third sector organisations that are active social media users. It …

Enabling Environments? Insights Into The Policy Context For Climate Change And Health Adaptation Decision-Making In Cambodia, Kathryn Bowen, Fiona Miller, Dany Va, Anthony Mcmichael, Sharon Friel

Changes in climatic conditions and increases in weather variability affect human health directly and indirectly, including through agricultural changes and urban warming. Adaptation to climate change is receiving increasing attention, given, now, the inevitability of further climate change and its diverse impacts. However, with increased international funding for adaptation comes challenges such as ensuring supportive national policy environments for developing and implementing effective adaptation activities. Adaptation at community and population levels is underpinned by governance processes, such as the nature by which decisions are taken and implemented by government, community and private organizations. Thus an understanding of the policy context …

Governance Approaches That Can Be Used To Implement Sustainability Criteria, Evgenia Pavlovskaia
Evgenia Pavlovskaia
Implementation of sustainability criteria, both in legal frameworks and voluntary sustainability standards, is an urgent and important issue. In the article, three less state-centric governance approaches and their capacity to be used to implement sustainability criteria have been investigated. The chosen approaches are good governance, multi-level governance and selfgovernance. Their potential strengths and weaknesses have been pointed out. The research indicates that sustainability criteria can be implemented in different ways, which have the potential to highlight, strengthen or weaken different aspects of their function. The use of different governance approaches, or their combinations, can lead to different implementation results for …

South African Legal Resources Centre Successfully Advocates For Adequate Education Facilities, Alison Hickey Tshangana, International Budget Partnership
International Budget Partnership
The Legal Resources Centre (LRC) is a South African nonprofit human rights organisation that conducts public interest litigation. In response to the South African government’s delays to remove mud schools in the Eastern Cape Province, LRC took the government to court in August 2010. As a result of the mounting legal pressures, in January 2011 the Eastern Cape Department of Education signed an agreement with LRC. According to the agreement, the national government would introduce a new three-year grant to address infrastructure backlogs, of which Eastern Cape would receive 78 percent of the total. In the interim, the provincial education …
El Paso Economic Development System Review & Recommendations, Edward Feser
El Paso Economic Development System Review & Recommendations, Edward Feser
Edward J Feser
This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.
Telecommunications In Africa: Small Island Developing States, Ewan Sutherland
Telecommunications In Africa: Small Island Developing States, Ewan Sutherland
Ewan Sutherland
Analysis of telecommunications policy and practice in Africa tends to focus on a few large markets (e.g., Egypt, Nigeria and South Africa), even though the lessons from these may not easily be scaled down for other countries. At the other extreme, the Small Island Developing States (SIDS) lie at the periphery, both geographically and in the sustainability and affordability of their services. They face disproportionate challenges in creating and maintaining properly functioning markets, not least as they are more susceptible to climatic and economic shocks. Like other African countries they too need to deliver services to businesses and citizens.

The Making Of The European Energy Market: The Interplay Of Governance And Government, Burkard Eberlein
The Making Of The European Energy Market: The Interplay Of Governance And Government, Burkard Eberlein
Burkard Eberlein
This case study asks whether delegated, sectoral governance by private actors and arm’s-length agencies enhances policy efficacy or does sectoral governance require a shadow of hierarchy cast by government actors to deliver desired policy results? EU energy market liberalisation shows that sectoral governance successfully mobilises regulatory expertise, capacity and legitimacy and delivers workable norms and rules for market transactions in a complex policy environment. However, it also finds that the efficacy of sectoral governance mechanisms is constrained by distributive conflicts between different national jurisdictions and sector interests. If deadlock occurs, the European Commission as governmental principal casts a double shadow …

The Disablement Of Traditional Political Institution In Nigeria, Ozy B. Orluwene Jp
Dr Ozy B.Orluwene,JP
ABSTRACT This paper discusses various salient issues that relate and led to the disablement of traditional political institution in Nigeria. These include the colonial subjugation, vilification by the combined forces of western influence-Christianity and western education, and finally the defilement by some of the contemporary occupants of these institutions. It highlights the vicissitudes that the institution has experienced over the years from the advent of colonialism to the present and the effect of some of the status and operation in the institution. These, among others, are what the paper seeks to bring to the fore.
