Closer Than “Arms Length”: Understanding The Factors Associated With Collaborative Contracting, Anna A. Amirkhanyan, Hyun Joon Kim, Kristina T. Lambright

This article focuses on collaborative relationships between contractors and government agencies and explores which contract characteristics, contractor traits, and environmental factors are associated with the development of such relationships. The study uses data from the Partnership Impact Research Project, a three-round longitudinal survey of over one hundred child care centers and Head Start agencies in Ohio. Our findings suggest that stronger collaborative contracting relationships are associated with greater contract specificity, better contractor service quality, and contractor affiliation with a larger organization. On the other hand, a contractor’s financial autonomy and nonprofit status are negatively related to collaborative relationship strength. We …

Effective governance in the 21st-century demands a different set of competencies than prior generations, with greater emphasis on collaborative leadership, global intercultural competence, and the ability to respond nimbly to rapidly changing circumstances. Many public affairs programs have changed curriculum content to place greater emphasis on these topics. Given the extent to which such changes are altering how public issues are defined, how policies are adopted, and how programs and services are delivered as much as what those problems, policies, and programs are, then how we teach is arguably as important as what we teach. This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

In 2007, a 23 million dollar renovation project was completed on the Georgia State University Library. A result of this “transformation” project was the Learning Commons space and the Learning Commons Department. The Learning Commons Department was born to serve undergraduates as the Liaison Department primarily served graduate students. A year later, the Learning Commons space has been quite successful –computer use is at a premium and students seem to enjoy the group study rooms. The only thing missing was the integration of the Learning Commons department into the academic and cultural life of the Georgia State University undergraduate experience. …
