This study explored how engineers, planners, and social workers interact around issues of transportation and transportation equity, and identified opportunities for enhanced collaboration and training in anticipation of emerging transportation needs for environmental justice (EJ) populations. This study provided the foundation for future educational research, identify strategies for using two Android apps (Safe Activity and My Amble) developed at the University of Texas at Arlington (UTA), and identified opportunities for collaborative solutions within the state of the practice. Kaleidoscope Student Planners, a group of six students in the Master’s of Urban and Regional Planning program at Portland State University, are working with Mosier, Oregon’s City Council to develop the Slow Mo’ Main Street Concept Plan. The goal for the project is to develop conceptual designs and programmatic recommendations for historic Highway 30 (which runs through the town), to help ensure that Mosier’s Main Street reflects community priorities, supports a thriving downtown, and creates a safe and inviting corridor for people traveling on foot, by bike and by motor vehicle. The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …

The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates.
