Working with faculty and staff from Old Dominion University’s Center for Coastal Physical Oceanography, we developed a “straw man” website for users to sign up to receive flood alerts. The flood alert is based on tidal projections for the Sewell’s Point tide gauge available from the National Weather Service through the meteorological development laboratory (http://www.nws.noaa.gov/mdl/etsurge/index.php) and sends alerts for projected water level. We recruited study participants for one-on-one interviews. Participants were asked to interact with the flood alert signup interface and respond to specific questions about their preferences for flood alerts. The objective of this study was to evaluate the effect of institutional and policy interventions on reducing the rate of cesarean delivery on maternal request (CDMR) in Wenzhou, China. Institutional interventions included health education, painless delivery introduction, and doula care. Additionally, a series of health policies were developed by the Chinese central and local governments to control cesarean section rates, mostly through controlling CDMR rates. We conducted a pre-/post-intervention study using 131,312 deliveries between 2006 and 2014 in three tertiary-level public hospitals in Wenzhou, China. The purpose of this study is to better inform research and practice in flood modeling by obtaining input from key end users on preferences for modeling approaches and model parameters, usability of flood models, and how information from flood models fit into decision making processes. We conducted a survey of stakeholders and end-users in the planning arena to identify their preferences for flood modeling scenarios and parameters. We also conducted a focus group with local emergency managers to understand how they would use predictive flood modeling for emergency management and planning.

Through the years, various forms of media have become political institutions able to influence the public policy agenda. Analyzing policy helps to promote a better understanding of how the policy process works, how problems appear on the political agenda, and why governments choose to act or not to act on particular policy problems. The efficacy of United States (U.S.) military forces is predicated on a condition of jointness, which enables members of different military services to overcome their cultural and experiential prejudices and operate interdependently. Joint Professional Military Education Phase (JPME) II, offered through the Joint Forces Staff College (JFSC), is the principal mechanism within the Department of Defense to reduce the inter-service prejudices held by military officers and to cultivate the optimal joint perspectives and attitudes associated with jointness. Over the last few years the Department of Veterans Affairs has faced an increase of public scrutiny for its handling of veteran health care claims. Allegations that mismanagement created extensive waiting times and appointment scheduling manipulations resulted in veterans dying were made against the VA. This research examined data from the VA Monday Morning Workload Reports, the National Survey of Veterans, the VA Office of Inspector General, and media reports of whistleblowers accusing the VA of mismanagement to determine whether the VA was guilty of a state crime of omission and commission resulting in a social harm to its veterans. …

Over the past several decades obesity rates in the United States have increased exponentially, reaching epidemic proportions and placing heavy financial and health-related burdens on states. Student veterans, with their highly technical military training, may help remedy national level gaps in qualified science, technology, engineering, and mathematics (STEM) workers. Recent military education benefits and military end strength reductions have the potential to bolster the nation’s engineering technician, engineering technologist, and engineer (ETETE) workforce. Recent work by the National Science Foundation indicates that supporting veteran students towards ETETE careers involves three key tasks for educators: 1) building early awareness of ETETE pathways; 2) ensuring academic recognition for prior military work experience; and 3) providing seamless support from government agencies, academic institutions, and industry. OBJECTIVES: Although JCAHO requires a standardised approach to handoffs, and while many standardised protocols have been tested, sign-out practices continue to vary. We believe this is due to the variability in workflow during inpatient duty cycle. We investigate the impact of such workflows on intern sign-out practices.

DESIGN: We employed a prospective, grounded theory mixed-method design.

This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. A key methodological and behavioral innovative component in recent Activity-Based Models (ABMs) used for transportation planning is the household-level non-mandatory activity participation component. While traditional ABMs use a series of simple models to predict non-mandatory activity participation decisions in a sequential manner (which is often not correct), the Multiple Discrete Continuous Extreme Value (MDCEV) model can model both individual and joint non-mandatory activity participation and time allocation decisions in different out-of-home activities of all household members simultaneously. Background. Hispanics diagnosed with cutaneous melanoma are more likely to present at advanced stages but the reasons for this are unknown. We identify census tracts at high risk for late stage melanoma diagnosis (LSMD) and examine the contextual predictors of LSMD in California, Texas, and Florida. Methods. We conducted a cross-sectional study using geocoded state cancer registry data. Using hierarchical multilevel logistic regression models we estimated ORs and 95% confidence intervals for the impact of socioeconomic, Hispanic ethnic concentration, index of dissimilarity, and health resource availability measures on LSMD. In recent years, the New York City metropolitan area was hit by two major hurricanes, Irene and Sandy. These extreme weather events disrupted and devastated the transportation infrastructure, including road and subway networks. As an extension of the authors' recent research on this topic, this study explored the spatial patterns of infrastructure resilience in New York City with the use of taxi and subway ridership data. Neighborhood tabulation areas were used as the units of analysis. Post-traumatic Stress Disorder (PTSD) among combat veterans remains an urgent and intractable problem for those who have served in the wars in Iraq and Afghanistan. In this paper, we argue that one of the reasons that combat related PTSD remains so difficult to treat is because psychologists - and American culture at large - do not fully understand it yet. It is our contention that there are two contributing factors that currently hinder our ability to successfully treat combat related PTSD. This report examines regional perceptions of transportation related issues from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.

Optimized road maintenance planning seeks for solutions that can minimize the life-cycle cost of a road network and concurrently maximize pavement condition. Aiming at proposing an optimal set of road maintenance solutions, robust meta-heuristic algorithms are used in research. Two main optimization techniques are applied including single-objective and multi-objective optimization. Genetic algorithms (GA), particle swarm optimization (PSO), and combination of genetic algorithm and particle swarm optimization (GAPSO) as single-objective techniques are used, while the non-domination sorting genetic algorithm II (NSGAII) and multi-objective particle swarm optimization (MOPSO) which are sufficient for solving computationally complex large-size optimization problems as multi-objective techniques are …

This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. The present study aims to examine the academic profiles of industrial engineering undergraduate students among a sample group of military college engineering students (N=276) in order to determine the factors impacting academic performance; to compare student groups that were identified by course scores, and to analyse performance changes over four academic years. The study started with data collection, database creation and preparation for clustering study. The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks.
