Measuring things that do not occur, such as “deterred” or “prevented” terrorist attacks, can be difficult. Efforts to establish meaningful risk-based performance metrics and performance evaluation frameworks based on such metrics, for government agencies with counterterrorism missions, are arguably in a nascent state. However, by studying program theory, logic models, and performance evaluation theory, as well as studying how risk, deterrence, and resilience concepts may be leveraged to support antiterrorism efforts, one may propose a framework for a logic model or other performance evaluation approach. With the rapid advent of e-commerce in China, the technological innovation of third-party payment has experienced explosive growth. This important technological innovation, initiated by emerging Internet companies, is helping the traditional financial industry's payment business-represented by commercial banks-expand in both depth and breadth. Meanwhile, there is also a large degree of substitution, competition and crowding out among these banks in terms of the traditional financial industry's basic payment and settlement functions, potential customers, deposit and loan services and traditional intermediary business. Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

Guided by the question, "What are the implications of national educational evidence standards for school librarianship research?," prevailing U.S. evidence-driven educational policies are examined to identify implications for school librarianship research; promising methods to contribute to building this evidence base are explored; and finally, progress on a long-term research agenda designed to enable school librarianship researchers to contribute evidence to educational policy is reviewed. As promising methods are explored, an actionable agenda is proposed that school library researchers can undertake to participate in a causal research environment.

The objectives of this report are to identify current communication strategies regarding coastal flooding and present opportunities for improvement and collaboration within the Hampton Roads region. The Hampton Roads Planning District Commission partnered with Old Dominion University to design two surveys of local government staff, the first regarding flooding outreach and the second regarding flooding notification methods. This report summarizes the results of each survey and synthesizes challenges described by respondents. The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. Beginning around 1990, efforts were initiated in the medical profession by the U.S. government to transition from paper based medical records to electronic medical records (EMR). By the late 1990s, EMR implementation had already encountered multiple barriers and failures. Then President Bush set forth the goal of implementing electronic health records (EHRs), nationwide within ten years. Again, progress toward EMR implementation was not realized. President Obama put new emphasis on promoting EMR and health care technology. The renewed emphasis did not overcome many of the original problems and induced new failures. The defense acquisition system has been the source of intense scrutiny and calls for reform for over four decades. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems. The United States is taking a largely region-specific approach to addressing challenges posed by climate change, in contrast with national and international approaches in most of the rest of the world. In locations such as Hampton Roads, New Orleans, and coastal Connecticut, the impacts of climate change tend to be addressed as they become locally evident rather than as part of a larger anticipatory national plan. This report examines regional perceptions of transportation related issues from the 2018 Life In Hampton Roads survey (LIHR 2018) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region. Flood is the most frequent and costly of U.S. natural disasters with losses expected to increase due to climate change. The National Flood Insurance Program (NFIP) mandates flood insurance purchase for properties with federally backed mortgages in the 100-year floodplain. We propose that mandatory flood insurance purchase be extended to all property in the 500-year floodplain. Following flood events, payments would be directly provided for more properties that suffer flood loss, reducing federal disaster aid spending. The mandate could put more pressure on local governments to increase their Community Rating System score, such as through infrastructure investments and management practices …

Moral injury (MI) results from perpetration of or exposure to distressing events, known as morally injurious events (MIEs), that challenge moral beliefs and values. Due to the type of involvement in recent military conflicts, many veterans report MIEs that may cause dissonance and, in turn, MI. Although 2 existing measures assess MIEs, neither currently assesses the defining characteristics of MI (i.e., guilt, shame, difficulty forgiving self and others, and withdrawal).
