The City of Willowick, Ohio, (Mayor and City Council), commissioned Cleveland State University, Center for Emergency Preparedness to conduct this “Willowick Fire and EMS Department Feasibility” study. The summary of findings and recommendations highlights some of the major issues, which require discussion.

The main focus of this study is on efficient and sustainable staffing for the Willowick Fire and EMS Department; however, there are a number of factors which must be addressed to meet the National Fire Protection Association and Insurance Service Office “best practices,” ones which public safety entities strive to achieve. Through The Ivory Curtain: African Americans In Cleveland Heights, Ohio, Before The Fair Housing Movement, J. Mark Souther

This article examines the largely neglected history of African American struggles to obtain housing in Cleveland Heights, a first-ring suburb of Cleveland, Ohio, between 1900 and 1960, prior to the fair housing and managed integration campaigns that emerged thereafter. The article explores the experiences of black live-in servants, resident apartment building janitors, independent renters, and homeowners. It offers a rare look at the ways that domestic and custodial arrangements opened opportunities in housing and education, as well as the methods, calculations, risks, and rewards of working through white intermediaries to secure homeownership. Most discussions of the policy context for nonprofits in the United States focus on federal or state restrictions. Fundraising charities, however, must comply not only with myriad state requirements but an uncertain number of local requirements as well. Based on a survey of the largest cities in the United States, I find that all of these cities have some restrictions on charitable solicitation. Several of the cities also impose extensive registration requirements and other restrictions. These findings highlight the need for nonprofits to be aware of local regulation of their activities.

Workers Without Paid Sick Leave Less Likely To Take Time Off For Illness Or Injury Compared To Those With Paid Sick Leave, Leaanne Derigne, Patricia A. Stoddard Dare, Linda M. Quinn

Paid sick leave is an important employer-provided benefit that helps people obtain health care for themselves and their dependents. But paid sick leave is not universally available to US workers. Little is known about paid sick leave and its relationship to health behaviors. Contrary to public health goals to reduce the spread of illness, our findings indicate that in 2013 both full- and part-time working adults without paid sick leave were more likely than workers with that benefit to attend work when ill. Those without paid sick leave were 3.0 times more likely to forgo medical care for themselves and …

Over the past decade, there has been a dramatic increase in the number of areas where asking for help is restricted or banned. Whether called begging, panhandling, or solicitation, cities were spurred on by concerns of business owners and residents to ban or highly restrict this type of speech from occurring in public areas. Yet laws such as these have been repeatedly struck down by courts in recent months, fueled in large part by the Supreme Court’s decision in Reed v. City of Gilbert.

This article describes various perspectives on abandoned houses in urban neighborhoods and the reactions from those perspectives. It notes how conflicting reactions perpetuate the crisis of blight for individual residents and their communities. It argues that real solutions for management of abandonment must be based in local communities and tailored to local conditions. Priority must be placed on consistent maintenance in compliance with local housing and neighborhood health, safety and environmental codes. Housing preservation, rehabilitation, reutilization programs will not succeed without improved and sustained maintenance. Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. Although philanthropy ranks among the best of human endeavors, local governments across the country have severely restricted charitable entreaties by organizations and individuals alike, all in the name of eliminating "panhandlers." These laws rely on premises that increasingly conflict with Supreme Court instructions about the freedom of speech. Yet lingering uncertainty about where exactly charitable restrictions fall in First Amendment jurisprudence has encouraged local governments to innovate new statutory formulations to wage war on expressions of poverty in order to "clean up" their cities. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. This report provides an assessment of the feasibility of consolidation of two public safety answering points in Richland County, Ohio. The report describes the methodology used to assess the feasibility. The findings are that consolidation of dispatch services among the potential participating entities is feasible. Consolidation of services would reduce capital costs expended across the county for public safety emergency dispatching over the long term. Given the proposed investment equipment and staff, the level and quality of service provided by a consolidated dispatch center should exceed those currently being supplied.

Analysis of early in-person (EIP) voting in 2008 in Cuyahoga County shows that African-American, white, and Hispanic voters who used EIP voting had significantly lower incomes than members of those same groups who voted on election day or by mail. This result applies to those voting EIP on weekdays, extended weekday hours, weekends, and the three days before election day.

We provide here an analysis of the demographic and socioeconomic characteristics of the Cleveland Public Library’s (CPL) service area and that of the neighborhoods in which the library’s patrons live. We also describe the borrowing patterns for the branch and downtown, Main Library, locations. The census-based demographic and socioeconomic data used for the analysis include income, number of children, race, Hispanic ethnicity, language spoken at home, ability to speak English, public-versus-private school attendance by grade level, housing tenure (owner/renter), educational attainment, employment status, and place of employment (Cleveland versus other). In the decade since the U.S. Supreme Court’s decision in Alameda Books v. City of Los Angeles, 535 U.S. 425 (2002), the adult entertainment industry has attacked the legal rationale local governments rely upon as the justification for their regulation of adult businesses: that such businesses are associated with so-called negative secondary effects. These attacks have taken a variety of forms, including: trying to subject the studies of secondary effects relied upon by local governments to the Daubert standard for admission of scientific evidence in federal litigation; producing studies that purport to show no association between adult businesses and negative …

The Effect Of Rluipa's Land Use Provisions On Local Government, Alan C. Weinstein

In the absence of perfect information about how RLUIPA has affected local governments, this article argues that the courts have adopted a pragmatic approach to maneuvering in the difficult terrain that RLUIPA occupies: combining appropriate judicial deference to a legislature that enacts a neutral law of general applicability with the heightened judicial scrutiny that becomes appropriate when that same law is applied to a specific zoning approval, a circumstance that frequently allows for subjectivity, and thus the potential for discrimination or arbitrariness against religious uses, in the approval process. I conclude that: (1) until proven otherwise, the costs RLUIPA undoubtedly …
