This paper analyzes existing supply gaps that are impeding rural water access in Bo District, Sierra Leone. On a national and district level, Sierra Leone has failed to meet the target of 70% access to potable water inspired by the United Nation’s Millennium Development Goals. This paper focuses on Bo District due to its near total inclusion in the Sewa River basin and split urban and rural population. Given the existing political and economic constraints, this paper identifies the most feasible way to sustainably increase access to potable water in Bo. This study analyzes the public's role in the regional water planning process that took place in the State of Georgia from 2009 to 2011. Specifically, this dissertation analyzes the extent to which a 'consensus-based' water planning process occurred by 1) examining the public participation plans that governed how the public was to contribute to the plan and policy formation, and 2) analyzing the public comments that were submitted at public meetings and commenting periods. Collaborative governance- or collaboration- has become increasingly important for the design and implementation of public policy in the United States. This dissertation explores concrete and unique policy-related benefits emerging from collaboration, and the processes by which they emerge.

Collaboration is defined broadly as "any interaction between two or more organizations undertaken with the intention to cooperate." This definition is applied in the context of water quality management, where the physical nature of watersheds and the lack of regulatory authority available to policy-makers leads to a variety of collaborative arrangements.
