This study examined if physician assistants (PAs) are cost-beneficial to employers. In an era of cost accountability, questions arise about whether a visit to a PA for an episode of care differs from a visit to a physician, and if PAs erode their cost-effectiveness by the manner in which they manage patients.

Four common acute medical conditions seen by PAs and physicians within a large health maintenance organization were identified to study. An episode approach was undertaken to identify all laboratory, imaging, medication and provider costs for these diagnoses. Over 12,700 medical office visits were analyzed and assigned to each …

The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. The purpose of this study is to assist the Brazoria County Regional Park Planning Team determine what patterns of equity preferences for allocating park and recreation resources are important among residents of Brazoria County. Random samples of equity opinions were taken. Factor analysis was used to discover three important dimensions or areas of consideration within residents belief system for allocation of regional parks. Multiple regression was used to investigate relationships between belief in equity choices and behavioral intent to support funding for equity choices. The researcher's purpose in this study was to determine whether there was a relationship between environmental protection efforts (the dependent variable) and social, political. and economical forces (the independent variables), and to suggest strategies for the improvement and promotion of environmental protection efforts.

Data on 10 environment-related indicators (variables) were collected from 191 countries by using published statistical information on their social. political. economical, and environmental conditions. These indicators were analyzed to determine which indicators had the most powerful relationship to environmental protection efforts.

This paper explores the relationship between culture and political behavior through an investigation of those Japanese Americans who were denied due process and imprisoned during World War Two simply for being of Japanese descent. Military necessity was the reason cited for the government's action, although racism, war hysteria and economic competition also played a major role.

This study analyzes the effectiveness of risk-needs assessment used in the classification of probation and parole for adult criminal offenders in the Commonwealth of Virginia. The use of risk-needs classification instruments dramatically increased in the 1980's and 1990's, but some research has indicated that these instruments do not have universal applicability and must be validated to the population to which they are applied. This case study examines how U.S. Government (USG) policy, U.S. corporate policy, and Polish government policy affect the strategy of technology transfer of military and/or dual-use technologies in Poland. The traditional supplier/recipient relationship is explored and found to be insufficient to describe the process associated with military and/or dual-use technology transfer. An alternate model is proposed that accounts for the activities of the USG, U.S. corporations, and the Polish government. This study examines the campaigns of Alexander the Great, Napoleon Bonaparte and William T. Sherman. By analyzing the influences of the logistics policies and practices employed during these campaigns common underlying logistics principles are identified. The resultant logistics principles are then codified into a logistics paradigm to be used when developing and managing operational level logistics. Using an analysis schema that employs inductive reasoning, principles of historical analysis and critical thinking, each of the three campaigns is analyzed to identify events of interest. Over the past two decades, great interest has been given to the research of media choice within organizations. However, there is still confusion over which factors influence media choice. This study examined the effectiveness of five media under different conditions in an effort to better understand which factors impact media choice. Through the examination of several theories on communication and media choice, a theoretical model was created to determine if effectiveness is an outcome of media choice. This paper examines the extent and nature of intermunicipal partnerships in Durham Region and York Region based on an inventory of public partnerships in the two regions and case studies of five intermunicipal agreements. The findings reveal that if municipalities form public partnerships in certain service areas, cost savings can be achieved while still maintaining individual municipal control and accountability.

This paper examines whether strategic planning processes successfully assist municipal councils and staff in Ontario based on case studies of 11 municipalities in Ottawa-Carleton and the City of Burlington. The findings reveal that in many instances, strategic planning is being used successfully and the most important factor that contributes to its success is the leadership and commitment of council to the initiation and implementation of the plan.

This paper examines the relevance and significance of user fees in Ontario based on case studies that assess user fee policies in four municipalities in the Halton Region – Burlington, Halton Hills, Milton, and Oakville. The findings reveal that user fees have become a more prominent revenue source and they are an important component of a municipality’s revenue base.

This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate. This paper examines whether the causes of amalgamation in Cape Breton County are similar to the causes that have driven other amalgamations in the Maritime Provinces. Interviews with key stakeholders and an analysis of reports associated with the amalgamation were conducted. The findings reveal that Cape Breton County is a unique case and the Government of Nova Scotia decided to amalgamate because it recognized the dismal financial position of several of the municipal units.

In the early days of the United States, care of the disabled elderly outside the home meant the public almshouse. By the 1920s, private, nonprofit homes for the aged were prevalent. More recently, private, for-profit facilities have grown to dominate the field.

For-profit ownership has been controversial. Underlying the controversy is the concern that quality might be lowered in order to enhance profit.

Which ethnic groups are more likely to secede is a debated question among scholars. One view, as proposed by Immanuel Wallerstein, holds that ethnic groups living in economically advanced regions are more likely to secede. In contrast, other scholars like Donald Horowitz claim that backward groups in backward regions are more likely to secede. One aim of this thesis is to explore which view has better explanatory power for two republics in the Russian Federation: the Republic of Chechnia and the Republic of Tatarstan. This thesis reviews the historical process of the Sino-American trade relationship. It delves into the United States policy toward China's most-favored-nation (MFN) status, especially after the Tienanmen Incident in 1989. The thesis also discusses the issues related to the trade status.

In essence, the thesis analyzes the political motivation for the U.S. government to shape its trade policy toward China. It provides an in-depth analysis of possible consequences of revocation of China's MFN status if the U.S. adopts a get-tough policy in its relationship with Beijing.

Perceptions Of Competencies For Americorps Supervisors Within The Texas Agricultural Extension Service: An Exploratory Study, Ruben Javier Saldana

As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.

Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

President Clinton created Grand Staircase-Escalante National Monument on September 17, 1996. The Antiquities Act of 1906 gives the president power to establish national monuments on public lands through presidential proclamation. The Act has been used to create national monuments in places such as Muir Woods, Grand Canyon, Mount Olympus, Jackson Hole, and the 1978 Alaskan d-2 lands. Its use has also produced negative public response, manifested as demonstrations, lawsuits, and congressional bills.

This study attempts to identify the leadership styles of Virginia prison wardens within public adult prisons, and to determine which factors contribute to the development of their leadership styles. The two instruments used in this study to assess leadership style were the Leadership Practices Inventory (LPI, which measures "transformational" leadership), and the Leader Behavior Analysis II Self (LBAII Self, which measures "transactional" leadership). Both instruments have been used in prior research with correctional personnel, and comparisons of this research study is made with previous dissertations utilizing the LPI and LBAII.

This study uses quantitative content analysis, with qualitative elite interviewing as a supplemental tool, to investigate the role of the Daily Press newspaper in creating, framing and fostering the locally controversial issues of regionalism and consolidation on the Virginia Peninsula from 1944-1996.

The investigation supports earlier findings regarding the second-level of Agenda-setting in terms of the newspaper's ability to cumulatively create "the pictures in our heads" of events or issues.
