Assessment Inequities Of Residential Properties In Nine Michigan Townships, Sivaswami Amarnath

Horizontal equity in property tax administration has been neglected by researchers in favor of research on incidence of the property tax. The present study, conducted within nine townships in Allegan, Barry, and Grand Traverse Counties in Michigan, investigated differences of practices in assessing residential properties. Three hypotheses test differences in ratio of assessed value to sale price for properties owned by nonresidents and residents, properties with water frontage and without water frontage, and properties of higher value and those of lower value. Both parametric and nonparametric statistics were utilized to test the research hypotheses.

Deinstitutionalization has been taking place nationwide at the same time prisons have been expanding. In Coldwater, Michigan, buildings that were left empty as a result of deinstitutionalizing mentally retarded individuals were taken over by the Department of Corrections to be used as prisons. The primary purpose of this study was to evaluate the effects of the Sierra II program on adjudicated juvenile delinquents. Specifically, this research measured the program's effect on the self-esteem, self-efficacy, locus-of-control, problem-solving skills, school behavior, and follow-on academic achievement. All study variables, except school behavior and follow-on academic achievement, received pre and post treatment assessments. Both school behavior and academic achievement received pre, post, six-month and twelve-month follow-up assessments. Individuals were assigned (by the court services staff) to an experimental group and a control group.

As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. The purpose of this study was to assess the occurrence of genderspecific health problems within the female veteran population of Tidewater, Virginia. A secondary purpose was to determine the perceived quality of care which the Veterans Administration delivers. The study was accomplished by receiving 149 mailed questionnaires regarding health status and health care received from the Veterans Administration. Chi square was utilized to determine significant differences between branch of service served and heal th status. This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This development has been primarily driven by the needs of war and advances of technology. The literature revealed many influential factors associated with the decision to drop out of high school, but most information is descriptive in nature. Few research attempts have been made at gathering the dropouts' own perspectives of their situation. In this case study, twenty dropouts were interviewed about their reasons for leaving school. There were several reasons given by these students for leaving school. Among these reasons are that they lacked interest, teachers showed no interest, they were pregnant, married or on drugs. In 1958 Norfolk experienced one of the most serious crises in its long history when six of its public secondary schools were closed by the governor. The closings were a result of Virginia's massive resistance program and forced 10,000 students to seek alternative education for five months or abandon their education entirely. In recognition of the inherently inflationary nature of retrospective reimbursement, the Reagan Administration enacted legislation that substantially changed Medicare's hospital reimbursement system. The Prospective Payment System (PPS) mandated paying hospitals a fixed payment, set in advance, based on the patient's diagnosis rather than retrospectively paying for all services delivered to a patient. Critics contend that PPS introduces incentives for hospitals to conserve resources during the hospital stay and to shift care to less costly settings, both potentially affecting quality of care to the elderly. This study is a Time 4 (T4) follow-up interview of ninety-three caregivers of persons who experienced a first stroke between 2 to 4 years (mean = 36 months) prior to the T4 interview. The first wave of data collection occurred within two months after the stroke. The second and third waves occurred six and twelve months, respectively, after the first interview. The caregivers were identified by the person with stroke as being the person closest to him/her who would be responsible for care after the stroke.

The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.
