Assessment Inequities Of Residential Properties In Nine Michigan Townships, Sivaswami Amarnath

Dissertations

Horizontal equity in property tax administration has been neglected by researchers in favor of research on incidence of the property tax. Three hypotheses test differences in ratio of assessed value to sale price for properties owned by nonresidents and residents, properties with water frontage and without water frontage, and properties of higher value and those of lower value. Both parametric and nonparametric statistics were utilized to test the research hypotheses.

The study findings were: (1) Properties …

Corporate Resistance To Early Return To Work Policy, Roger J. Shoemaker

Dissertations

The purpose of this research was to discover the extent and patterns of resistance the concept of an early return to work policy is encountering in private corporations. Small Groups And Political Influence: A Case Study, Rhonda Q. Hayes Aug 1989

Small Groups And Political Influence: A Case Study, Rhonda Q. Hayes

Graduate Theses and Dissertations

In early civics lessons Americans are taught that theirs is a system of participatory government, that one person's vote does have meaning, and that by making views known to representatives they will be acted upon. They are taught about the governmental process, the steps involved in legislation, the function of the judicial and executive branches, and the means of political participation. Seemingly, they are given a working knowledge of government in action. What they are not made aware of during these lessons is that there are systems within the system and certain unwritten rules which must be followed in order …

Signals Intelligence In World War Ii Ultra And The Air War In Europe, Demetrio J. Perez Jun 1989

Signals Intelligence In World War Ii Ultra And The Air War In Europe, Demetrio J. Perez

Graduate Program in International Studies Theses & Dissertations

(First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.

Why Dropout?: Perspectives Of High School Dropouts, Anna Marie Galvan May 1989

Why Dropout?: Perspectives Of High School Dropouts, Anna Marie Galvan

Graduate Theses

The literature revealed many influential factors associated with the decision to drop out of high school, but most information is descriptive in nature. Few research attempts have been made at gathering the dropouts' own perspectives of their situation. In this case study, twenty dropouts were interviewed about their reasons for leaving school. There were several reasons given by these students for leaving school. Among these reasons are that they lacked interest, teachers showed no interest, they were pregnant, married or on drugs. These results support earlier findings that a combination of personal, educational, and familial factors affect students' decisions to …

Arctic Leverage: Canadian Sovereignty And Security, Nathaniel French Caldwell Jr. Apr 1989

Arctic Leverage: Canadian Sovereignty And Security, Nathaniel French Caldwell Jr.

Graduate Program in International Studies Theses & Dissertations

In 1987 the Canadian government recognized that in order to be a major player in collective security with the United States and NATO, it would have to make a significant contribution to the common defense. However. since Canada could not hope to outspend the larger powers, its contribution would have to be leveraged by control of a strategic piece of real estate -- the Canadian Arctic. The major program to enhance Canadian control of the Arctic would be the acquisition of ten-to-twelve nuclear attack submarines. That submarine force was sold to the public and Parliament as a means to enhance …

The Peaceful Resolution Of Norfolk's Integration Crisis Of 1958-1959, Nancy Parker Ford

History Theses & Dissertations

In 1958 Norfolk experienced one of the most serious crises in its long history when six of its public secondary schools were closed by the governor. The closings were a result of Virginia's massive resistance program and forced 10,000 students to seek alternative education for five months or abandon their education entirely. Interviews with major participants in the crisis as well as investigation of newspaper accounts and editorials, personal papers of participants, city and School Board documents, and major works on the period reveal the factors involved in Norfolk's peaceful approach to integration. A comparison with the situation in Little …

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson Jan 1989

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson

Dissertations and Theses

In recognition of the inherently inflationary nature of retrospective reimbursement, the Reagan Administration enacted legislation that substantially changed Medicare's hospital reimbursement system. The Prospective Payment System (PPS) mandated paying hospitals a fixed payment, set in advance, based on the patient's diagnosis rather than retrospectively paying for all services delivered to a patient. Critics contend that PPS introduces incentives for hospitals to conserve resources during the hospital stay and to shift care to less costly settings, both potentially affecting quality of care to the elderly. The question addressed by this dissertation is whether there were changes in the discharge health status …

Urban Service Delivery System And Federal Government Bureaucracy: A Structural Analysis Of Spatial Distribution Of Water Supply In A Suburban Community Of Metropolitan Lagos, Michael Udochukwu Mbanaso

Dissertations and Theses

This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.

The unprecedented pace of growth of the Lagos Metropolis since the mid-twentieth century gave rise to the spectacular spatial expansion of the continuous built up region. Urban industrial and governmental institutions have not kept pace with the population growth rate of Lagos. This demographic …

Commercial Activities And The Geography Of Movement In A West African Urban Market: A Study Of Market-Stall Traders In Onitsha With Implications For Transport Policy, Krys Chukwuma Ochia

Dissertations and Theses

The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.

The results show that a typical stall is occupied by either one or two traders. There are three male traders for every female trader …
