This dissertation studies citizen participation, mental health care and block grants. Each state has a Mental Health Planning and Advisory Council (MHPAC) that is required by the Community Mental Health Services Block Grant program. Councils must consist of at least 50 percent citizens. This dissertation looked at MHPAC activity levels of the 50 states (and Washington, DC) and developed an activity level index to measure council activity from 2008-2011. Two main questions were posed. First, do planning council differ in their level of activity? If so, what explains this variation? A random assignment experiment examined the effects of three expressions of gratitude on two prosocial behaviors: volunteering and making monetary donations to charitable organizations. The results indicated that two of the expressions of gratitude had a significant opposite effect on the two prosocial behaviors. Both a verbal thank-you speech and a hand written thank-you note, resulted in a significant reduction in the amount of pledged volunteer hours, while resulting in a significant increase in the amount of pledged charitable dollars. The third expression of gratitude, a ten dollar thank-you gift card, produced no significant findings for either prosocial behavior. The …

This study describes the phenomenon of how first-year teachers learn to evaluate students learning by (letter) grades. Grades seem simple enough; but in reality, each grade carries serious consequences with it – for either good or bad. The pre-­‐ valuation consisted of an analysis of the organization’s growth since opening its Las Vegas doors in 2012, staff responsibilities, and their volunteer program. Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

Youth participants reported satisfaction with services and positive feelings about the smartphone.

The youth participants felt that the smartphone gave them a “voice” and control over the people with whom they wanted to talk.

Certain phone restrictions developed by project leadership were unenforceable.

Youth had certain expectations about the phone and its use but when the phone did not work or was “locked” (e.g., for data overuse) it created friction between the youth and their service provider.

Service-providers report that the phones help to create a sense of normalcy for the youth. Youth “were able to be normal …

This analysis of employment, output, unemployment, and house prices finds that the 10 major metropolitan areas of the Mountain West, despite significant economic headwinds, weathered the first quarter of 2015 with robust economic growth. Eight of the region’s 10 major metro areas advanced on all four metrics of economic performance, and the remaining two metro areas slipped only on a single front.

The national economic slowdown that arrived in early 2015 did not entirely bypass the Mountain West, but the region resisted the drag better than any other. As U.S. economic output contracted by 0.3 percent in the first quarter, …

Specifically, I investigate how comic narratives provide readers with an interpretation for how they should discern and assess “appropriate” behaviors for women. The artifact of analysis included in this project is DC Comics Gotham City Sirens (2009). This text features popular female superheroes, Catwoman, Harley Quinn, and Poison Ivy. Because comic books utilize both textual and visual means to disseminate a message, this project evaluates the visual rhetoric of these characters within the narrative. Objective: Morbidity and mortality among homeless individuals is higher than the general population. This study aims to determine the prevalence of current self-reported, chronic physical health conditions in a large sample of homeless people with sub-samples from shelters and street in British Columbia, Canada. With the national economy gaining steam, the 10 major metro areas of the Mountain West ended 2014 with another quarter of strong economic performance. On the four indicators of economic vitality measured by the Mountain Monitor—employment growth, output growth, changes in unemployment, and house price growth—with only a few exceptions, every metro area registered advances on every indicator. Such widespread progress heretofore eluded the region, where recovery from the Great Recession has been characterized by unevenness.

Tripp Umbach estimates that every fresh dollar in economic impact from the UNLV School of Medicine will generate 4.9% in state general fund revenue. Over 100 million Americans to date have had their financial information compromised, and in the ten-year history of Verizon’s Payment Card Industry investigations no companies were compliant with Payment Card Industry standards at the time of the attack. In March 2015, the FCC fined AT&T $25 million for failing to adequately provide cybersecurity that resulted in almost 300,000 people having their personal and financial information compromised. Organ donation shortages are a problem in Nevada. A shift in policy towards an opt-out system could more than double the number of registered organ donors in Nevada. A Libertarian Paternalistic strategy would allow potential donors to express their preference for organ donations more accurately. Currently Nevada abides by an opt-in policy where people are only organ donors if they explicitly request to become donors. Under an opt-out policy, people would be presumed organ donors unless they requested not to be donors.
