This thesis examined the influence of social and structural communication variables on the perceived social connectedness of people experiencing homelessness in the Northwest Arkansas (NWA) and Joplin, Missouri areas. This study employed the ecological perspective of communication infrastructure theory (CIT; Ball-Rokeach et al., 2001) and a communication perspective which envisions communicative interaction as constitutive of social experience. Using survey data from 166 participants, this study examined 11 research questions and hypotheses drawn from extant literature on homelessness, social connectedness, and CIT. ANOVAs, t-tests, and hierarchical multiple regression analyses revealed a complex relationship between individuals and the communicative environment. This study …

The overarching question is: how have prosecutorial and sentencing outcomes changed in response to homeland security policy shifts over the last few decades? Background: Five people were killed and at least 17 injured on November 19, 2022 just before midnight at Club Q, an LGBTQIA+ club in Colorado Springs, CO. The shooting ended after a 22-year-old gunman wielding an AR-15 style rifle was disarmed by club patrons. Federal, state, and local law enforcement officials continue to investigate the mass shooting. The alleged shooter has been charged with murder and hate crimes.

The National Center for Education Statistics has released this year’s NAEP results which measure nationwide student performance in 4th and 8th grade reading and math. NAEP is administered nationally to a representative sample of students from all 50 states, so acts as a standard measure of student performance across states and time. In this policy brief will examine Arkansas’ 2022 results and examine score gaps between student groups.

If justice is to provide each person what they deserve, it seems plantain producers in Puerto Rico did not relish a just compensation for their farm losses after Hurricane Maria in 2017. The main culprit? Stale data. Farm Service Agency’s (FSA) Wildfire and Hurricanes Indemnity Program (WHIP) utilized plantain production data under the National Crop Table (NCT) 2017, which seemingly did not reflect up-to-date yield averages of Puerto Rico’s plantain farmers at the time of Hurricane Maria.

In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

The 2015 Jack Rabbit (JR) II field trials were conducted to improve understanding of the denser-than-air dispersion of chlorine in an urban environment. The field study involved five large-scale, outdoor release trials of chlorine in a mock urban environment (MUE) at Dugway Proving Ground (DPG). Various instrumentation was deployed, including JazTM Ultraviolet-Visible (UV-Vis) point sensors capable of measuring gas-phase chlorine concentration throughout the mock urban array.

This dissertation consists of three chapters exploring my overarching research question: How does sense of place shape a teacher’s orientation to their profession? My first chapter empirically answers the question: Is there a relationship between place attachment and measured aspects of teacher quality? In an attempt to qualify the strength of bond between a teacher and his or her community, I adapted a place attachment instrument developed by Raymond, Brown, and Weber (2010). Particularly, aspects of decision making that cannot be observed in empirical data can be better isolated in an experimental setting such as bias and identity impacts.
