This paper assesses the status of pre-disaster risk management in the case of Turkey. By focusing on the period following the catastrophic August 17, 1999 earthquake, the study benefits from USAID’s Disaster Risk Management Benchmarking Tool (DRMBT). In line with the benchmarking tool, the paper covers key developments in the four components of pre-disaster risk management, namely: risk identification, risk mitigation, risk transfer and disaster preparedness. In some ways, John Dewey lived through a time similar to what we now experience: the rise of corporate power in a historical moment of unsurpassed national wealth and consumer materialism, and the accompanying substantial influence of business interests in the structure, politics, and agendas of public school systems. Dewey’s writings in the first three decades of this century mark a kind of “wisdom of the elders,” offered by a public intellectual who experienced, at least in some form, the kind of tumultuous relationships we are currently witnessing between the economy and education.

In an effort to navigate the treacherous path between professionalism and social relevancy, this essay takes up an area of professional philosophy - epistemology - with the intention of reclaiming the integrative role John Dewey held for philosophy and classroom practice. Deron Boyles asserts that epistemology can and should represent an area of inquiry that is relevant and useful for philosophy of education, especially as it develops classroom practices that foster inquiry. Joseph Kinmont Hart was a young professor of education during this time and played a role in the unrest at the university. Hart was a popular teacher, a sought-after speaker in the community, and an agitator for social change. His politics were in contrast to most of the Board of Regents and the state legislature and the battles he fought with his own colleagues ultimately led to his being fired with the rest of the department in 1915. In 1930, Thurstone wrote in the Journal of Higher Education that academic freedom needed to be guarded. He broadly referred to cases when he argued for a defense of academic freedom by involving the “Association of University Professors” and having the organization effectively censure colleges and universities that encroached on academic freedom. Colleagues in the academy seem to have a fascination with conceptual analysis and the term “education.” Debates are held, papers are written, and symposia take place within which definitions are articulated and modulated. Whether the point is to provide narrative, stipulative, or programmatic definitions matters little to the larger point: the quest for the meaning of “education” continues. I explore three main lines of inquiry: (1) the specifics of “Core Essentials” as a strategy for teaching character; (2) the role (and ironies) of private businesses influencing public school curricula; and (3) the assumptions inherent in the kind of teaching of character outlined by “Core Essentials.” Girding this inquiry is a concern about the problematic enterprise of teaching character, itself, as if it were an unquestionable domain. This report’s primary concern is how U.S. state governments should respond to the fiscal volatility created by their balanced budget constraints. Applying the principles of risk allocation theory to this recurring problem, we conclude that states should primarily adjust the rates of broad-based taxes as their economies cycle, rather than fluctuating public spending.

Globally business improvement districts have proliferated as the most influential public-private mechanisms for revitalizing business districts and promoting infrastructure improvement projects. Community improvement districts in Georgia share the same characteristics of business improvement districts (BIDs) as in other states or countries. The Georgia constitution enables the state legislature to create BIDs, called community improvement districts (CIDs) in Georgia, in any city or county or any combination thereof to deliver public services. This analysis explores the CIDs' governance structures, financing mechanisms, and promotion strategies through CIDs' provision in various projects and their impacts in the Atlanta metropolitan area. Amid growing concern about childhood obesity, the United States spends billions of dollars on food assistance: providing meals and subsidizing food purchases. We examine the relationship between food assistance and body mass index (BMI) for young, low-income children, who are a primary target population for federal food programs and for efforts to prevent childhood obesity. Our findings indicate that food assistance may unintentionally contribute tot he childhood obesity problem in cities with high food prices. We also find that subsidized meals at school or day care are beneficial for children's weight status, and we argue that expanding access to subsidized …

Designing a robust sensor network to detect accidental contaminants in water distribution systems is a challenge given the uncertain nature of the contamination events (what, how much, when, where and for how long) and the dynamic nature of water distribution systems (driven by the random consumption of consumers). We formulate a set of scenario-based minimax and minimax regret models in order to provide robust sensor-placement schemes that perform well under all realizable contamination scenarios, and thus protect water consumers. Individuals’ preferences for automobiles are often taken for granted in our auto centric society. This study attempts to determine if commuters in a city located beyond the fringe of a metropolitan area are willing to use public transit if it is developed and what are the socioeconomic and attitudinal factors that influence individuals’ decision to use such a service. Analyses of survey data reveal that preferences exist for public transit service, which can be partly attributed to individuals’ concerns regarding rising gasoline prices and air pollution, and is particularly noticeable among those who are educated and/or belong to a younger …

This Article advances a proposal that brings to life valuable lawsuits that litigation costs currently discourage. Our proposal converts claims with negative expected values into positive expected value claims by implementing a novel system involving flexible conditional multipliers. Our proposal has two components. First, under the proposed system a plaintiff is allowed to select a damage multiplier that determines the amount of damages the plaintiff will receive if the litigation is successful. Second, courts select cases for litigation randomly with a probability inverse to the multiplier the plaintiff selected.

This paper analyzes the effect of university research centers on the productivity and collaboration patterns of university faculty. University research centers are an important subject for policy analysis insofar that they have become the predominant policy response to scientific and technical demands that have not been met by extant institutions, including academic departments, private firms, and government laboratories. July 18, 2010 marked yet another anniversary of the still unsolved terrorist attack that shook Argentina some sixteen years ago. Prior to September 11, Argentina in fact suffered two deadly terrorist attacks. The second of these, the bombing of La Asociación Mutual Israeli-Argentina (AMIA) on July 18, 1994, was the single largest attack targeting Jews since WWII and the largest terrorist attack in Latin American history. Objective: To study how social interactions influence physician adoption of an electronic health records (EHR) system. Design: A social network survey was used to delineate the structure of social interactions among 40 residents and 15 attending physicians in an ambulatory primary care practice. Social network analysis was then applied to relate the interaction structures to individual physicians’ utilization rates of an EHR system. The recent housing foreclosure crisis has had devastating impacts on individuals and their communities. To mitigate some of these impacts a number of community-based organizations are acquiring foreclosed properties in efforts to support neighborhood stabilization and revitalization. Examples of actions taken on these foreclosed properties include: land-banking, rehabilitation, demolition and re-sale or/re-rental. These actions have the potential to minimize blight, reduce unanticipated housing mobility, and provide affordable housing opportunities. However, the cost of pursuing any or all of these strategies to their fullest extent far exceeds the resources available to typical community-based organizations.
