Notes From The Tuesday December 23, 2014 Release Of State Population Estimates As Of July 1, 2014 By The U.S. Census Bureau, David J. Drozd

The Census Bureau estimates the population of Nebraska as of July 1, 2014 to be 1,881,503. This is an increase of 12,534 from the July 1, 2013 estimate, or an increase of 0.67 percent. Nebraska’s most current annual growth is slightly (about 1,000) less than the gain of 13,482 or 0.73 percent in the prior year. Nebraska has now gained population for 27 straight years, with the last annual population loss occurring in 1987, amid the “farm crisis”.

The Nebraska Legislature's Planning Committee was created in 2009 with the passage of LB 653 in order to help establish a process of long-term state planning with the Nebraska Legislature. The committee was created to assist state government in identifying emerging trends, assets and challenges of the state and the long-term implications of the decisions made by the Nebraska Legislature.

On December 4, 2014, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2008 through 2012, making available social, economic, housing and demographic statistics for Nebraska’s Legislative Districts. Also available are estimates for every community and county in Nebraska and the nation.

The charts and tables in this report are based on the Legislative District boundaries for the 103rd Legislature that were approved by the Legislature in 2011 and were based on data from the 2010 Census. Civil jury service should be a potent form of deliberative democracy, creating greater civic engagement. However, a 2010 seven-state study of jury service and voting records found no overall boost in civic engagement following service on civil juries, whereas jurors who served on criminal cases did show increased civic engagement following their jury service. This article reports a project that augments the civil jury data set with information about jury decision rule, jury size, defendant identity, and case type and examines whether specific types of civil jury service influence postservice voting. This report presents a series of maps and a table of selected characteristics for census tracts in Douglas and Sarpy counties in Nebraska and Pottawattamie County in Iowa. Each map has a smaller map of the entire three county area, along with a larger map of the most populated census tracts in the area to show more detail in the population core. The counties are combined without indication of county or state boundaries to illustrate that the pattern of the characteristics are consistent across boundaries when viewing the core area as a whole.

The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. The Ebola epidemic, with its fast-growing toll and real potential for spreading into much of Africa, including major cities, has the makings of a “Black Swan” event. Such events, using the term coined by Nassim Nicholas Taleb, are: 1) unpredictable, outside the realm of regular expectations; 2) have a major impact, and; 3) are rationalized after the fact as being explainable and predictable.

We have learned from this outbreak the potential for an infectious disease to be politically, economically, and socially destabilizing, and that what kills us may be very different from what frightens us or substantially affects our social …

Introducing communihood as a hybrid concept and defining planning activism as a planners' role outside the dominant planning power structure are two main contributions of this dissertation in scholarly debates among planning scholars about the shape of cities in twenty-first century and the 'best' role for planners in a postmodern society. This report presents maps and a table of selected characteristics for census tracts in Douglas, Sarpy and Lancaster counties. The maps are overlaid with the boundaries of the legislative districts to assist policymakers in understanding the diversity within each district.

This report is a companion piece to the Selected Characteristics for Nebraska Counties from the 2008-2012 American Community Survey report published in January 2014. In both reports the same maps are presented in the same order and with the same color scheme and classifications in order to facilitate comparison.

The data used are from the 2008-2012 American Community Survey.
