Policy Process In Ontario: An Analysis Of The Process For The Implementation Of A By-Law To Restrict Or Limit The Number Of Cats In A Household In An Urban Municipality, Lois O’Neill

This paper examines the policy process for the implementation of a by-law to restrict or limit the number of cats in a household in Owen Sound. An analysis of the policy process and the identified problem was conducted, in addition to a consideration of the external factors that influence the municipal policymaking process and a survey of other small urban municipalities to determine if they had encountered a similar problem and considered implementing a similar by-law.
