To address the call for improving the understanding of collaboration in public policy, this dissertation is designed to validate a study by Morris, Gibson, Leavitt, and Jones (2013), entitled, The Case for Grassroots Collaboration: Social Capital and Ecosystem Restoration at the Local Level. The Enhanced Model of Collaboration (EMC), which was developed to explore collaboration and social capital deriving from grassroots efforts, will be applied to examine agency-based regional collaboration in southeastern Virginia.

Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Collaboration between faith-based organizations and local governments provides an opportunity for projects to be fulfilled when budgets fall short of meeting all of a community's demands. Concerns arise, however, regarding the working relationships of government entities and faith-based organizations, when cosponsoring organizations include participants of various belief systems.
