Previous attempts to understand and examine the employee influence on the financial performance of public retirement systems have produced inconsistent results. There have been different understandings and ongoing debates over the main variables to include in the models and the direction (positive vs. negative) of the association. What are the roles of public employees within the financial management of public retirement systems? What are the main variables that define employee influence? The civil service exam was created in the late 19th century to reform the hiringprocess for public officials, focusing on merit (skills and expertise) versus political patronage and other partisan factors. While much of the 20th century focused on redesigning the civil service organizations, exam redesign still remains an important next step that is infrequently considered. In the case of police departments, while other issues arise in recruitment efforts, the civil service exam has been noted by interviewees as the biggest barrier to redesign efforts in accordance with 21st Century Policing goals. Over the past few decades, research on public service motivation (PSM) has flourished internationally in the field of public administration. The concept of PSM, i.e., motivating public sector employees to pursue the public interest and thus contribute to the society, fits well within the core interest of public administration. Although in place for more than 100 years, Puerto Rico’s merit-based civil-service system still does not function to uphold merit as officially intended. Patronage—the disbursement of public resources or benefits in exchange for political support—is a normal and routine part of governing in Puerto Rico. How does a patronage system work within a formal merit-based system? And, what are the mechanisms that keep patronage in place? A substantial number of management and psychology studies have examined the positive effect of goal setting on organizational outcomes (Locke & Latham, 1990, 2002). Conceptually, goal setting theory is as applicable for motivating an employee in the public sector as it is for motivating an employee in the private sector (Latham, Borgogni, & Petitta, 2008). Although organizational justice is a critical issue for effectively managing employees in government agencies, it has been neglected in previous public management research. Further, the limited amount of research that has examined the consequences of organizational justice in government agencies did not clarify the underlying psychological process through which perceptions of organizational justice may influence public sector employees' work attitudes and behaviors.
