Executive Summary

Introduction: Human trafficking is an issue of national importance, but it is also an issue that touches communities at the local level. While progress is being made with regards to better understanding this phenomenon nationally, examining how human trafficking and the policies crafted to address it take shape within the local context is also important. One-size-fits-all approaches to human trafficking are not likely to understand local contextual variation.
