Benevolent Patriots? Public Service Motivation Theory In A Military-Veteran Context, Jesse R. Cragwall

This study expands on previous work that focused on explaining motivations for joining the military in the United States. Using the prominent theory of public service motivation (PSM) found in public administration, I surveyed American military veterans currently pursuing post-secondary education to see if this theory helps explain why people join the military in much the same way that the theory helps explain why people join the civil service. Sex and gender categories have become more fluid in recent years. With evolving understandings of sexual orientation and gender identity, public administrators are confronted with questions of how to craft policy and make decisions based on new conceptions of sex and gender for transgender employees. Policy and practice is especially challenging in the workplace where sex and gender encompass both personal and professional dimensions. This paper discusses the role of ethics in public administration practice, and considers the probability of adding an ethical dimension to the public service motivation (PSM) construct. Several scholars have linked PSM with ethical behavior in government. Together theory and research have shown that public servants, when compared to ordinary citizens, are more concerned about ethical considerations at both the individual (personal honesty and integrity) and collective (social justice and fairness) levels in the United States. We propose and test the implications of a two-dimensional concept of candidate quality in U.S. House elections. Strategic quality is composed of the skills and resources necessary to wage an effective campaign; personal quality is composed of the characteristics most ordinary citizens value in their leaders and representatives, such as personal integrity and dedication to public service. We employ district informants in studies of the 1998 and 2002 congressional elections to measure these qualities in candidates, and we merge mass survey data with the district informant indicators to assess constituents’ awareness and evaluation of House candidates, and voting choice.
