Immigration and Customs Enforcement (ICE) is a federal agency that plays a large role in surveilling, apprehending, detaining, incarcerating, and deporting undocumented immigrants in the United States. Due to constraints on the number of ICE’s available personnel and resources, the agency relies on deputizing, or devolving to local law enforcement agencies the authority to enforce federal immigration policies. Prior to the 1990s, the enforcement of policies directed at controlling flows of undocumented immigrants was generally under the purview of federal law enforcement agencies and administrators, not state or local ones. U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams

U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. While always remembering that racial capitalism’s very nature ensures that non-white Americans suffer incomparable racial oppression, this paper will endeavor to expose the devastation caused to American society as a whole by explaining the ways in which racial capitalism destroyed poor white labors ability to participate fully in the economic system and strangled its chances of living the American dream. It is my hope that by discussing the missing piece of the poor white laborers’ experience under racial capitalism will unite poor white laborers and poor black laborers to work together to end racial capitalism, policing, and the carceral system. …

Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media. In the current climate of growing awareness and scholarship on police violence, my dissertation addresses three less-studied areas: 1) the interplay between racial, gendered, spatial, and technified police practices; 2) how these practices impact the everyday lives of those racially …

Examining organized crime groups should not be purely economic; in other words, the culture, social structure, political contexts, and so on, are also critical in an insightful analysis of any organized crime group. For this paper, the Japanese yakuza are considered both in an economic viewpoint, such as how they make money, but also in other areas, such as its syndicates' notable cultural contributions and specific social characteristics. Moreover, this paper explores the dynamic changing of the organization overtime, especially in regards to its shifting relationship with the Japanese government.

As citizens interact with the police more than most civil servants, increasing the citizenry’s confidence in police is key to helping maintain rule of law and internal stability within a state. One of the key areas to be investigated in the pursuit of better police-community relations is on the impact of public services and housing on police legitimacy. The primary goal of the current study is to examine a portion of Klinger’s theory. Specifically, we test the influence of organizational and environmental contextual factors, guided by Klinger’s theory, on one measure of officer vigor. To date, few studies have taken this approach to examine Klinger’s theory. The study builds on prior research that has tested aspects of Klinger’s theory and adds new analytic strategies that prior studies have not used. The current investigation extends previous work on citizens' perceptions of police performance. It examines the origins of between-community differences in concerned citizens' judgments that police are responding sufficiently to a local social problem. The problem is local unsupervised teen groups, a key indicator for both the revised systemic social disorganization perspective and the incivilities thesis. Four theoretical perspectives predict ecological determinants of these shared judgments. Less perceived police responsiveness is anticipated in lower socioeconomic status (SES) police districts by both a political economy and a stratified incivilities perspective; more predominantly minority police districts by a racialized justice perspective; and in …

The culture of policing oftentimes equates police competency with masculinity, valorizing physicality and bravery, but at the expense of other characteristics included in policework such as service and protection. The introduction of more female officers into police services leads the question as to how their increased representation (de)constructs traditional masculinist attitudes and affects gender inclusive policy and actions of a police service, encompassing police response to cases of domestic and sexual violence. With a foundation in philosophy and history, core concepts of sociology and criminology that were initially posited over a century ago are still useful in understanding the workings of today's society. The contributions of Edward A. Ross have helped latter day researchers centralize their studies of polycentric topics by using social control as an omnipresent social fact. By comparing Ross's descriptions of 19th century society and the researcher's descriptions of 21st century society, a continuous understanding of a heavily pluralistic discipline comes to life.

Of the many diagnoses of American criminal justice’s ills, few focus on externalities. Yet American criminal justice systematically overpunishes in large part because few mechanisms exist to force consideration of the full social costs of criminal justice interventions. Actors often lack good information or incentives to minimize the harms they impose. Part of the problem is structural: criminal justice is fragmented vertically among governments, horizontally among agencies, and individually among self-interested actors. Part is a matter of focus: doctrinally and pragmatically, actors overwhelmingly view each case as an isolated, short-term transaction to the exclusion of broader, long-term, and aggregate effects. …

In 1969, militant factions within both Students for a Democratic Society (SDS) and the Black Panther Party (BPP) began to form the United States’ first clandestine revolutionary urban guerrilla organizations: the Weather Underground and the Black Liberation Army (BLA). These groups carried out bombings, police ambushes, and other attacks throughout the country, prompting responses from the Federal Bureau of Investigation (FBI) and the administration of President Richard M. Nixon. Several historians have analyzed U.S. leftist guerrillas’ motives, and much has been written on FBI operations against the Black Power movement and New Left, including the Bureau’s covert counterintelligence programs (COINTELPROs) …

St. Louis County, Missouri is a fragmented suburban area, covering 505 square miles, with ninety separate municipalities. Fifty-six municipalities maintain in-house police departments, while thirty-four contract police services from other governments. Previous research concerning interjurisdictional collaboration efforts has been rooted in the rational choice theory. However, the rational choice theory alone does not explain why some municipalities do or do not enter into contracts for police services. The purpose of this work is to examine police contracting decisions in St. Louis County, specifically the drivers behind contracting discussions and decisions in five sample municipalities in St. Louis County. Why is sexual violence more pervasive in the Eastern Cape Province of South Africa than in the Northern Cape Province? Most research surrounding sexual violence in South Africa attempts to answer why rape happens, but doesn’t attempt to understand why individuals choose to report sexual violence crimes to police. This paper looks at three variables—chieftaincy and regional identity, physical space, and medical clinics—to explain why people do or do not turn towards the police to report rape. The article reports on a study of an intelligence management capacity building programme involving former Police Service of Northern Ireland officers mentoring members of the Afghan National Police. The study contributes to the formative evaluation of a policy transfer based on principles and practices developed in Northern Ireland. A short discussion of Afghanistan, policing, intelligence management and policy transfer is provided, before attention is given to the capacity building programme. Mission Creep And The Compromising Of Strategic Direction In United Kingdom Police Services. An Exploratory Study Of The Evidence., Gordon Marnoch, Gavin Boyd, John Topping

This paper examines key problems facing United Kingdom police leaders face in meeting the service expectations of government and the public in a period of austerity. A central problem relates to the extent to which the police leader’s opportunity to pursue strategic actions appropriate to changing circumstances, has been compromised by ‘mission creep’. The empirical evidence presented here is based on a study of one large English police service supplemented by interviews conducted with senior officers in this and other police services. The paper concludes that mission creep and path dependency are inter-linked.

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

Annual reports play a significant part in the process of governance. In addressing performance, the annual report will typically convey a sense of organizational identity, record achievements and explain key public service processes. The current dominance of new public management (NPM) approaches to measuring performance is of great significance in influencing how police services construct annual reports. For the reader of annual reports wishing to inform themselves about the performance of a public service organization the ‘story’ is of crucial importance. Considerable variation is found with respect to the four 'performance stries' examined.

The study compared and contrasted the views of police leaders and minority ethnic community representatives on different aspects of shared leadership in the context of policing in minority ethnic communities. Drawing on data collected in the UK during 2003-2005, the challenges facing police forces pursuing shared leadership approaches to delivering services are examined, with a view to providing supporting evidence for addressing training needs and reviewing institutional development. There is clear support for policing systems where the views of community members are actively sought by police leaders.
