According to the World Economic Forum, in retaliation to European Union sanctions and embargoes, Russia cut EU gas flows by around 80% between May and October 2022 (WEF, 2022). The Demotechnic Index (DI) is a non-dimensional metric that is the scalar multiple of energy consumption over and above that required for mere subsistence of a national population. Thus, the DI is a measure of energy efficiency that scales a country’s industrial energy consumption (called the total technological energy) and the energy required to meet the metabolic demand of the population (called the total metabolic energy). China has a strong interest in natural gas, as it is a resource of which usage can lead to economic growth, energy security, domestic social stability, and reduced climate change impacts. One of the best ways for China to gain easier access to this resource is to obtain legal rights to what they claim is their territory in the South and East China Seas. In this thesis, I review the situations in these two areas and I argue that natural gas is a significant motivator for the conflicts that are occurring.

Conventional wisdom holds that democracy is structurally ill-equipped to confront climate change. As the story goes, because each of us tends to dismiss consequences that befall people in other places and in future times, “the people” cannot be trusted to craft adequate decarbonization policies, designed to reduce present-day, domestic carbon emissions. Part 1: Climate Change, Urbanization, and Government Responses in Sub-Saharan Africa This paper examines the relationship between climate change, rising urbanization rates, and regime types in the countries of sub-Saharan Africa (SSA). This project uses the national-level ND-GAIN (Notre Dame Global Adaptation Initiative) score and a selection of its sub-variables. The ND-GAIN score is a composite index that grades a country’s vulnerability to climatic disruptions (exogenous) as well as its readiness in terms of adaptation investment (endogenous); sub-variables used here include Governance Readiness, Vulnerability, and Adaptive Capacity. Essentially, does resource nationalism affect energy integration? The findings nest within more expansive questions on international political economy and export-driven models of development. Why do populist regimes, historically operating under an economic nationalist cum protectionist paradigm, simultaneously pursue policies of economic integration? What is the relationship between resource nationalists and open markets, especially in the hydrocarbons sector? Ties with Asia remained strong, though several key relationships—with China, Japan, and the Central Asian states—frayed under the impact of Russia’s military action in Georgia. Impressive economic performance in the first half of the year boosted Russian confidence as a great power, but its vulnerability to the global financial crisis together with the heavy-handed operation in the Caucasus undermined Moscow’s standing with both Asia and Europe by the end of the year.

This article examines resource nationalism in sub-Saharan Africa’s energy and minerals markets. It does so by exploring economic and political developments in three cases: Nigeria as an example of a petro-state established by means of expropriation in the wake of decolonisation; South Africa, a mature mining industry shaped by its settler colonial history; and Mozambique, a new and therefore highly-dependent entrant into the league of significant natural gas producers.
