The South China Sea has been a major geopolitical flashpoint of the 21st century due to maritime disputes. At stake are billions worth of aquatic resources and untapped energy reserves. Beyond these, larger issues of sovereignty, maritime rights, and the freedom of navigation are in question. The involved parties in the disputes are China, which asserts its historical ownership of more than 80% of the maritime features, and the ASEAN states of Vietnam, the Philippines, Brunei, and Malaysia, which heavily bank on the United Nations Convention on the Laws of the Sea, in ascertaining their claims. Carbon offsets have come under increasing scrutiny due to uncertainties in real carbon abatement, transparency, and fears that it will exacerbate global inequality by allowing the global North to ‘pay to pollute’ through ethically questionable projects in the South. Following Article 2.1.C of the Paris Agreement, this paper argues that the global green transition requires private capital to be fully mobilized through voluntary carbon markets (VCMs). Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. This article (2021) in Diplomatic History's pandemic feature examines how the principles and consequences of Singapore's "circuit breaker" policy offers a conceptual framework for studying the history of Southeast Asia's foreign relations in the 1970s to 1990s. With this approach, the essay considers how a study of Southeast Asia's culture-makers (artists, writers, dramatists), their works and transnational circuits, may open a productive inquiry into a diverse array of regionalisms that compete and complement ASEAN.

Since 1992, five ASEAN member states (Brunei, Indonesia, Malaysia, the Philippines, and Vietnam) have been involved in territorial disputes with China at the South China Sea (SCS). China’s presence in the SCS has prevented the populations of the five ASEAN member states from getting safe and productive access to the lucrative natural resources and trade routes to the outside regions. The European Union (EU) represents a quintessential example of regional economic integration, but not the sole case meriting consideration. This paper uses a comparative regional approach to analyze economic integration in the EU and the Association of Southeast Asian Nations (ASEAN). Excluding colonialism’s role in Asian regionalism, the EU and ASEAN had similar roots and goals for economic integration including creating stability in a post war era, gaining a stronger collective voice, and fostering economic growth.
