In Search Of A United Regional Front: Asean Roadblocks And Conflicting Foreign Policies In Addressing The South China Sea Dispute(S), Christian Fortich
Major Papers
The South China Sea has been a major geopolitical flashpoint of the 21st century due to maritime disputes. At stake are billions worth of aquatic resources and untapped energy reserves. Beyond these, larger issues of sovereignty, maritime rights, and the freedom of navigation are in question. The involved parties in the disputes are China, which asserts its historical ownership of more than 80% of the maritime features, and the ASEAN states of Vietnam, the Philippines, Brunei, and Malaysia, which heavily bank on the United Nations Convention on the Laws of the Sea, in ascertaining their claims. ASEAN is supposed to …
Carbon Credibility: Strategic Opportunities For Asean Regional Industrial Policy In Voluntary Carbon Markets, Bryan Jed Soh
Carbon Credibility: Strategic Opportunities For Asean Regional Industrial Policy In Voluntary Carbon Markets, Bryan Jed Soh
Independent Study Project (ISP) Collection
Carbon offsets have come under increasing scrutiny due to uncertainties in real carbon abatement, transparency, and fears that it will exacerbate global inequality by allowing the global North to ‘pay to pollute’ through ethically questionable projects in the South. Following Article 2.1.C of the Paris Agreement, this paper argues that the global green transition requires private capital to be fully mobilized through voluntary carbon markets (VCMs). Given that ASEAN states face some of the world’s greatest climate risks while being a fast-growing region, this case study answers the question: how can states play a more proactive role in regulating VCMs …

Asean’S Role In The Regional Comprehensive Economic Partnership (Rcep) Formation To Enhance Regional Economic Integration, Shofiya Adila, Dadan Suryadipura S.Ip., M.Ipol.
Global: Jurnal Politik Internasional
The RCEP agreement is currently the largest free trade agreement involving ten ASEAN member countries and their trading partners, comprising around 30% of the world’s GDP. As an international organisation in the Southeast Asian region, ASEAN has the desire to increase its regional economic integration, one of which is through the RCEP agreement. This article aims to discuss how ASEAN attempts to enhance regional economic integration through its roles during the RCEP agreement's formation process. The author uses role theory by Lisbeth Aggestam (2006), which elaborates on four role concepts: role expectations, role conception, role performance, and role-set. This research …

Asean & Human Rights Regime: Bibliometric Analysis In Responding The Maguindanao Massacre, Fairuz Arta Abhipraya, Ilham Agustian Candra, Fasih Raghib Gauhar
Journal of Terrorism Studies
The Association of Southeast Asian Nations (ASEAN) is one of the regional organizations that aims to promote economic and security cooperation among its members in southeast Asia countries. In the dynamics of ASEAN’s journey, the most debated issue is enforcing human rights among ASEAN members. One of the bloodiest tragedies of human rights violations in Southeast Asia has known as the Maguindanao massacre in the Philippines. This research explores more profoundly the responses of the ASEAN on victims’ family requests in the case of the Maguindanao massacre. This research also applies the human rights regime theory to the role of …

The Condition Of Possibilities For Asean In Adopting International Norms Against Sea Piracy, Ayu Praditha Poetri, Yandry Kurniawan
Jurnal Politik
The shift of sea piracy trend in Southeast Asia, from primordial piracy to contemporary piracy, has happened for a few decades. To ensure the region remains invulnerable, ASEAN as regional institution adopts two international maritime norms into the region to develop the regional norms against sea piracy. Those norms are the UNCLOS 1982 and the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation 1988 and its Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf. This paper explores the process of external norms diffusions with the …

Southeast Asia & The Hidden Green Revolution: A Study On Foreign Direct Investment In Eco-Investments In Asean, Ravi Chailertborisuth
Undergraduate Honors Theses
This paper aims to find: To what extent foreign direct investment is fueling the renewable energy transition in ASEAN. The year 1966 saw the founding of ASEAN, the Association for Southeast Asian Nations. The five founding member nations were: Indonesia, Malaysia, Philippines, Singapore, and Thailand. Over time, this group of nations grew to include nations such as: Laos, Cambodia, Vietnam, Brunei, and Myanmar. The IGO (inter-governmental organization) aims to foster “economic, social, cultural, technical, educational and other fields” (ASEAN). The IGO is successful, allowing capital to flow cross-borders with more ease, and encourage economic corporation across all nations. Since …

Bureaucratic Resistance And The Challenge Of Implementing Asean Our Eyes: Case Study Of Jolo Church Bombing 2019, Chaula Rininta Anindya
Global: Jurnal Politik Internasional

Ready For Nuclear Energy?: A Policy Review Of The Philippines’ Nuclear Energy Plan And Participation In The Asean Network Of Regulatory Bodies On Atomic Energy, Julius Cesar Trajano
International Journal of Nuclear Security
Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. ASEANTOM’s regional activities and projects can help the Philippines address some of the current critical gaps and issues in its nuclear energy preparatory …

Circuits Broken, Remade, And Newly Forged: Tracing Southeast Asia's Foreign Relations After The Vietnam War, Wen-Qing Ngoei
Circuits Broken, Remade, And Newly Forged: Tracing Southeast Asia's Foreign Relations After The Vietnam War, Wen-Qing Ngoei
Research Collection School of Social Sciences
This article (2021) in Diplomatic History's pandemic feature examines how the principles and consequences of Singapore's "circuit breaker" policy offers a conceptual framework for studying the history of Southeast Asia's foreign relations in the 1970s to 1990s. With this approach, the essay considers how a study of Southeast Asia's culture-makers (artists, writers, dramatists), their works and transnational circuits, may open a productive inquiry into a diverse array of regionalisms that compete and complement ASEAN.
Asean's Ineffective Response To The South China Sea Disputes, Rithiya Serey
Asean's Ineffective Response To The South China Sea Disputes, Rithiya Serey
Graduate Research Theses & Dissertations
Since 1992, five ASEAN member states (Brunei, Indonesia, Malaysia, the Philippines, and Vietnam) have been involved in territorial disputes with China at the South China Sea (SCS). China’s presence in the SCS has prevented the populations of the five ASEAN member states from getting safe and productive access to the lucrative natural resources and trade routes to the outside regions. Even though the SCS disputes have caused economic and security problems for at least half of ASEAN member states, it is puzzling that ASEAN has been suboptimal and ineffective in responding to the disputes. To answer this puzzle, I argue …
The Future Of Nuclear Security In The Asia-Pacific: Expanding The Role Of Southeast Asia, Julius Cesar Trajano, Mely Caballero-Anthony
The Future Of Nuclear Security In The Asia-Pacific: Expanding The Role Of Southeast Asia, Julius Cesar Trajano, Mely Caballero-Anthony
International Journal of Nuclear Security
The nature of regional cooperation on capacity building taking place in Southeast Asia certainly provides a good foundation to pursue a more robust collaborative framework for nuclear security in the wider Asia-Pacific region. A step in this regard is to have a regional action plan/roadmap for nuclear security in the Asia-Pacific that could institutionalize cooperation between Association of Southeast Asian Nations (ASEAN) and other countries in the wider region, fostering closer collaboration. The paper recommends three practical mechanisms to expand cooperation frameworks in Southeast Asia to the broader Asia-Pacific region: (1) strengthening regional capacity building in nuclear security; (2) establishing …
There And Back Again: What The Cold War For Southeast Asia Can Teach Us About Sino-Us Competition In The Region Today, Wen-Qing Ngoei
There And Back Again: What The Cold War For Southeast Asia Can Teach Us About Sino-Us Competition In The Region Today, Wen-Qing Ngoei
Research Collection School of Social Sciences
Expert commentary today typically focuses on the agendas and actions of the two big powers, the United States and China, which misses the bigger picture. During the Cold War, leaders of ASEAN (Association of Southeast Asian Nations) played a critical role in containing Chinese influence, shaping the terms of Sino-U.S. competition and rapprochement, and deepening the U.S. presence in Southeast Asia. The legacy of ASEAN’s foreign relations during and since the Cold War militates against the popular notion that Chinese hegemony in Asia is inevitable.

Review Of Ang Cheng Guan, Southeast Asia’S Cold War: An Interpretative History, Wen-Qing (Wei Wenqing) Ngoei
Research Collection School of Social Sciences
Ang Cheng Guan’s Southeast Asia’s Cold War: An Interpretive History makes a welcome scholarly contribution to the field. As he rightly points out in the introduction to his book, the “voluminous” literature concerned with the Cold War in Southeast Asia has too long centered on the United States, European decolonisation, and/or the Sino-Soviet competition for Hanoi’s loyalty.
The Effect Of Illicit Drugs Securitization In Indonesia, Yanu Widiyono
The Effect Of Illicit Drugs Securitization In Indonesia, Yanu Widiyono
Graduate Program in International Studies Theses & Dissertations
Barry Buzan and the Copenhagen School scholars introduce the concept of Securitization in International Relations. This concept argues that threat is formed and based on the interpretation of the actors . Threat does not naturally arise from the situation of state. Rather, it arises because of how prominent actors politicize the issues.
This study mainly focuses on analyzing the effects of Illicit Drugs Securitization in Indonesia. Previous literature has analyzed the issue of Illicit Drugs Abuse and trafficking problems in Southeast Asia in general, but few focus on Indonesia in particular. As the biggest state in South East Asia and …
Merging Subsistence Perspective And Buen Vivir: An Alternative To Damming The Mekong, Aaron B. Eisenberg
Merging Subsistence Perspective And Buen Vivir: An Alternative To Damming The Mekong, Aaron B. Eisenberg
Dissertations, Theses, and Capstone Projects
This paper will examine the planned development on the Mekong by looking at the historical, political, and economic reasons why largescale hydroelectric dams are now being pushed upon the river. It will then critique the international state sovereignty system focusing directly on the Mekong River Commission and ASEAN (Association of Southeast Asian Nations) for their inabilities to mitigate environmental impact while pursuing development. I analyze how the “global city” discourse cannot rationally be applied to Southeast Asia and how the urban-rural divide in Southeast Asia creates only greater problems as dam production on the Mekong accelerates. I propose an alternative …
A Wide Anticommunist Arc: Britain, Asean, And Nixon's Triangular Diplomacy, Wen-Qing Ngoei
A Wide Anticommunist Arc: Britain, Asean, And Nixon's Triangular Diplomacy, Wen-Qing Ngoei
Research Collection School of Social Sciences
President Richard Nixon’s triangular diplomacy succeeded because a “wide anticommunist arc” of U.S. allies in Southeast Asia had confined the influence of both China and the USSR to the Indochinese states. Beijing and Moscow welcomed détente with Washington in order to accommodate to de facto U.S. hegemony in the region.

Pengaruh Institusi Regional Terhadap Konvergensi Kebijakan Antarnegara: Studi Kasus Asean Open Skies, Dea Malinda Azalia
Pengaruh Institusi Regional Terhadap Konvergensi Kebijakan Antarnegara: Studi Kasus Asean Open Skies, Dea Malinda Azalia
Jurnal Politik
This article analyzes the effect of regional economic integration on cross-national policy through the ASEAN Open Skies treaty, particularly in Indonesia, Philippines, and Singapore. This qualitative research applies the concepts of intergovernmentalist-supranationalist regional institution and causal-mechanism that lead to cross-national policy convergence. I argue that ASEAN regionalism as an intergovernmentalist institution affects the process of policymaking, the implementation of ASEAN Open Skies in the regional level, and the adoption of it in the domestic level. The process of international harmonization and transnational communication (transnational problem solving) during the arrangement of the air transport cooperation frameworks in ASEAN has made the …

The History Behind Philippine President Duterte’S Obama Insult, Shelton Woods
History Faculty Publications and Presentations
Philippine President Rodrigo Duterte speaks his mind. He does not back down.
Some believe he took his plain speaking too far this week before leaving the Philippines for a summit in Laos.
Reporters asked how Duterte intended to answer President Obama’s concerns over the more than 1,300 drug suspects killed over the past two months in Duterte’s anti-drug campaign. Using a well-known Tagalog obscenity, the Phillipine president called Obama a son of a bitch.

Political Values In Singapore: A Confucian Perspective, Vicente C. Reyes Jr
Political Values In Singapore: A Confucian Perspective, Vicente C. Reyes Jr
Dr. Vicente C Reyes Jr
In the ASEAN Charter, all member states are committed to common political values such as human rights, fundamental freedoms, democracy and the rule of law. These political values, as well as related political institutions and structures, are predominantly of Western origin. There is a need to recognize alternative models of organizing state and normative orders in Asia. One alternative is the political values that are derived and adapted from Asian philosophies. This paper critically discusses political values in Asia with a focus on the relevance of Confucius’ philosophy to the ASEAN political security community. The paper begins by examining the …

U.S. - Asean Organized Crime Cooperation As Part Of Washington's Rebalancing Policy Toward The Asia-Pacific, Tuan Anh Luc
Graduate Program in International Studies Theses & Dissertations
This research addresses the reasons why the United States of America (U.S.) has been involving in the effort of the Association of Southeast Asian Nations (ASEAN) to combat transnational organized crime. The author argues that Washington has been doing so because: first, it wants to prevent and suppress negative influences of Southeast Asian organized crime and protect national interests; second, it wants to increase regional capabilities, sometimes at the Association's request, and narrow differences so as to effectively deal with transnational organized crime; and third, it wants to justify its presence in the region and pave the way …

Diverging Paths: Economic Integration In The Eu And Asean, Zoë Bollinger
Claremont-UC Undergraduate Research Conference on the European Union
The European Union (EU) represents a quintessential example of regional economic integration, but not the sole case meriting consideration. This paper uses a comparative regional approach to analyze economic integration in the EU and the Association of Southeast Asian Nations (ASEAN). Excluding colonialism’s role in Asian regionalism, the EU and ASEAN had similar roots and goals for economic integration including creating stability in a post war era, gaining a stronger collective voice, and fostering economic growth. However, despite similar foundations their trajectories towards integration diverged. This paper identifies key factors influencing how these polities have integrated markets including institutional structure …
