"Crise D'Identite": The Push To Preserve National Identity In France, Katherine Hammitt

In 2010, France's President Nicolas Sarkozy proposed a "Maison de l 'histoire de fa France," a heritage museum, as reporters began calling it, to be opened in Paris in 2015. President Sarkozy's speechwriter on issues of national identity has cast the museum as an answer to France's "identity crisis".' The project's aim, as President Sarkozy has articulated it, is to "reinforce national identity," warning as well, "It is always dangerous to forget your history.t" It is exactly this fear, the fear of forgetting France's rich history, which has spurred controversy and upheaval within the French republic.

In 2004, a French law went into effect banning girls in state sponsored schools from wearing the hijab, a Muslim head covering. While the law also banned the Jewish kippa and large cross necklaces from being worn in public schools, the hijab took center stage in what became a worldwide media frenzy. The ban of the hijab as well as more recent laws that banned full face veils in all public spaces and a ban on Muslim prayer being performed in the street show a growing divide in the French populace. The quality of contemporary democracies hinges on the breadth and depth of the citizenship regimes on which democracy ultimately rests. This article argues that, to assess citizenship, two important dimensions are of crucial interest, namely to what extent formal citizens are able to live and practice substantive citizenship roles and, secondly, how access to citizenship rights is used by different societal groups in order to defend privilege. Having conducted a comparative case study of Portugal and France, I now argue that political elites are contributing to a framing of non-whites as foreigners and immigrants because it serves their purpose and …
