This thesis argues that external foreign powers, namely the United States and Syria, influenced foreign policy elites in Jordan and Lebanon to either pursue or reject normalization agreements with Israel throughout history. This thesis also examines how elite foreign policy-makers shape Lebanese and Jordanian public opinion through their policies with Israel.

Strategic culture plays a crucial role in shaping countries’ decision-making in regard to security and foreign policy. In the context of nuclear proliferation, strategic culture can significantly impact a country’s willingness to pursue nuclear weapons and how it calculates the risks and benefits of such a decision. This thesis examines Saudi Arabia’s decision-making under the leadership of Crown Prince Mohammed bin Salman (MBS), who has brought about significant changes in the country's strategic culture through aggressive top-down reform. This paper evaluates the historical stances of the United States with the international norm against genocide. It further examines how U.S. positions in precedent cases of genocide may help frame the U.S. response to the current crisis in Xinjiang, China. This paper reviews the historical record of the instances when the U.S. government has designated past atrocities to be considered genocides, and identifies patterns of continuity and change in the decision-making process of the U.S. This work then applies the theories of liberalism, constructivism, and realism to interpret the actions of the United States when deciding to recognize genocide formally. …

This dissertation constructs a framework to investigate the impact of remittances on the recipient countries in the context of the Middle East and North Africa (MENA) and the European Union (EU). The framework will explore the effects of labor migration induced by bilateral labor agreements (BLAs). Such labor agreements are guided by the desire of autocratic governments to utilize their citizens to finance social contracts to sustain the authoritarian systems. The labor movements are further enhanced by accumulating social capital and remittances. The research also highlights the impact of remittances on the home country's institutional quality. Popular culture and media are consumed daily by billions around the world, media which can contain meaningful and politically relevant material. The three Captain America films from the 2010s represent this phenomenon in the presentation of Captain America as a nationalist superhero with geopolitically relevant storylines. The Campaign To End U.S. War-Making In Yemen: Strategies Of Congressional Advocacy, 2015–2020, Zachary Laub

Civil society groups and a handful of lawmakers have pursued a robust campaign to end U.S. support for the Saudi-led war in Yemen in Congress. By framing the conflict as a war of Saudi aggression and pulling legislative levers that enabled them to force floor votes, advocates turned a niche issue into one that galvanized majorities in Congress and generated significant media coverage. Even when vetoes blocked their ability to enact binding war powers and arms transfer legislation, advocates nevertheless exerted political pressure that gave the president and the Saudi-led coalition alike impetus to moderate the war effort. The U.S. initiated U.S.-Saudi relations out of fear of resource scarcity and dependence on overseas oil; however, the U.S. has never been dependent on Arabian oil. Rather, the U.S. projected its influence to secure the Middle East’s balance of power, the global oil market, and American hegemony. Foreign policy rhetoric as a campaign strategy is limited in the current literature. The U.S.’ polarized political climate has divided voters along domestic issues. Therefore, foreign policy may be one of the few remaining “common ground” issues upon which U.S. presidential candidates can secure a broad, national coalition across the political spectrum. Pulling from Joe Biden’s speeches during his 2020 presidential campaign from C-SPAN’s coverage, I analyze his rhetoric in relation to China in a possible attempt to appeal to 2016 blue-collar Trump supporters. This thesis seeks to understand the conditions in the United States post-9/11 that enabled the Bush administration to pursue a wide-ranging and all-encompassing “War on Terror,” with substantial support from the general public. I am principally focused on two significant facets of the War on Terror: the invasion of Iraq and the establishment of a permanent security state (and the interrelated creation of a new state of exception). This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. Both schools of thought are prevalent in Russia’s foreign policy discourse, and their ideas …

The South China Sea dispute challenges the future development of maritime legal order and international law. China’s behavior in the South China Sea challenges widely accepted rules governing maritime jurisdiction worldwide as it tries to expand the limits of its jurisdiction. In China’s view, the Arbitral Tribunal in Philippines v. China also challenged the jurisdiction of the UNCLOS by taking a highly political issue related to sovereignty. What role do domestic audiences play in authoritarian policy making? This study examines the relationship between newspapers and assertive foreign policy. Specifically, this study conducts content analyses of state-published newspapers during periods of unprecedented assertiveness in the South China Sea. Borrowing from Galtung’s theory of peace journalism, this study analyzes valence patterns used in 99 separate articles published in Xinhua, China Daily, People’s Daily, and Global Times. Additionally, this study examines the visibility of these articles, to better understand their prominence in national coverage. There is a debate taking place within the global war on terror (GWT), and its legal and moral parameters are established by two basic arguments. The first is that “Citizens who associate themselves with the military arm of the enemy government, and with its aid, guidance and direction enter this country bent on hostile acts are enemy belligerents within the meaning of the Hague Convention and the law of war” (Ex parte Quirin, 37). In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. Qualitative evidence suggests that corporations lobby within countries with informal structures abroad. While political science research on Western lobbying is robust, it falls short in understanding how multinational businesses operate in countries that do not possess regulated lobbying arenas. Given this, my research findings help fill a theoretical gap in political science literature by identifying how multinationals lobby within informal (unregulated) structures the same as they do within formal (regulated) arenas, like the US and EU. I argue that US multinational companies who engage the American lobbying arena are more likely to lobby within informal structures to ensure strategic goals. …

The purpose of this thesis is to examine the efficacy of sporting boycotts as a foreign-policy tool. Government officials use sporting boycotts, a nontraditional form of a sanction, in contemporary politics. Using the Carter administration’s boycott of the 1980 Moscow Olympics as a case study, this thesis elucidates why President Carter chose to implement a sporting boycott, and whether the boycott was effective in achieving its intended goals. As the mounting protests from Maidan Square in Kyiv led to the resignation of President Viktor Yanukovich, Ukrainians found themselves at an unavoidable fork in the road in their history. For years the country had become a new frontier of Western influence, forcing a decision between tightening economic and cultural ties with Western countries or with Russia. This research examines Norway’s Russia-policy following the Russian annexation of the Crimean Peninsula and the aggression in East Ukraine. The research identifies attributes of Norway’s Russia-policy before and after Crimea and applies realist and liberal international relations theory to the discussion on whether Norway’s policy doctrine has changed. The main conclusion is that there has been a shift in Norway’s Russia-policy in the aftermath of Crimea from a liberal approach to realist foreign policy doctrine, but that Norway retain some emphasis on preserving normalized bilateral relations and cooperation.

Since his election into office, a cloud of uncertainty has surrounded President Trump’s foreign policy ambitions. Much of today’s scholarship concerns its unpredictable nature and scope. President Trump, like previous presidents who have come before him, entered office with very little foreign policy experience. A key feature of his non-principled, fast-alternating foreign policy is that few people know exactly what he is going to propose next in terms of his international strategy. The history of Saudi-Iranian relations has been fraught. This relationship has impacted the United States’ role in the Persian Gulf. Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This policy was intended to safeguard Western interests in the Persian Gulf after the British left. This master thesis sets out to explain the complex nature and variation in Russian foreign policy in Near Abroad states from the collapse of the USSR in December 1991 and the accession of Boris Yeltsin to the end of Vladimir Putin’s third term as President of the Russian Federation.
