Israeli Coalition Governments: Formation And Duration (1949-1999), Imad Salamey

This doctoral dissertation identifies key aspects that have contributed to the formation and duration of Israeli coalition governments. Most importantly, it differentiates between two historical periods that have shaped Israeli coalition politics. Prior to the 1967 Arab-Israeli War and the election of the 7th Israeli Knesset in 1969, Israeli political parties formed consensual and inclusive coalitions in response to economic, immigration, and external pressures. Low levels of party competition and the dominance of Mapai in the Israeli Knessets further contributed to the formation of large alliances. Post-1969, following the gradual decline of Labor’s electoral dominance, Israeli parties became further polarized …

In recent years, there has been significant interest in the application of total quality management/continuous quality improvement (TQM/CQI) within health care organizations. The health care industry, in its quest to improve outcomes with fewer resources, began to look at CQI/TQM as a possible solution. To date, the most comprehensive and enthusiastic response to efforts to improve quality while containing or lowering costs is reflected in hospitals' commitment to continuous quality improvement/total quality management (CQI/TQM). To determine if individuals feel safe in their communities, a self- administered questionnaire was distributed to six hundred residents of Clayton County, Georgia. In addition to overall safety, the survey sought to measure how being a victim of a burglary or rape and the level of income impacts the individuals' feeling of safety. The survey also sought to measure how safe those same individuals believed the community was for their children and how likely a terrorist attack was in the county. Non- probability sampling, specifically the accidental sample, was used for conducting the research. The results of the survey show …

The issue of creating and promoting justice is becoming more and more significant in our era of democratization. Thus it is important to understand how countries as diverse as South Africa, Germany and the United States have managed to address the issue of providing justice to groups that suffered under previous regimes in these countries. I examine victims’ groups as diverse as former Japanese American internees, ex-German slave and forced laborers, and black South Africans. It is commonly thought that presidential doctrines set a precedent for the country to follow. These doctrines are intended to reflect the attitudes, and values of not only the president in power, but the best interests of the United States in general. Using public opinion surveys, historical documents, and current news articles and books, I will analyze the Truman Doctrine, enunciated in 1947, and the Bush Doctrine, put forth in 2001. This thesis tries to answer twomain questions. The first is why a developing country like Egypt needs Heavy Industrialization? And the second is what are the best strategies to achieve such an industrialization drive? Between the late 1980s and 2001, the Knoxville Community Development Corporation and the Knoxville Police Department implemented policies intended to reduce crime in Knoxville’s public housing. Beginning with pilot programs in two housing sites in 1989, a cooperative relationship between KCDC and KPD emerged that evolved into the KCDC Security Patrol in 1990. By using Arcview software, I was able to separate the yearly violent crime incidents for 1992-2001 that occurred in two separate geographical regions: 1) the area represented by the KCDC housing sites where the policies were implemented, and 2) the remainder of the City of Knoxville. With the following investigation I seek to answer the questions: How aligned are the perceptions of Michigan township zoning boards of appeals (ZBAs) members' regarding their authorities with the authorities expressly and implicitly prescribed for them by state statute? If they are not aligned, do ZBA members need further education in the statute? ZBA members are not formally educated in the statute but are guided by secondary sources. The developing world is witnessing a growing (some may say disturbing) trend towards “de-secularization” of national governments. This trend has been understudied and misunderstood over the past decade. Government experts and scholars alike too often view this trend through the lens of “threat” analysis and in so doing miss key cultural, historical, and political factors at work. This study attempts to redress this problem. By looking at political legitimacy and the role religious organizations such as the Catholic Church may play, a new understanding of how religious institutions can shape and mold governments and policies emerges.

The Ogoni people, and later other ethnic minority groups m the Niger Delta, embarked on violent resistance against environmental pollution and degradation occasioned by the unclean energy operations of oil transnational corporations, notably Shell, in the 1990s. Several explanations have been adduced for the outbreak of hostilities and the motives of the insurrectional I eaders. Since 1885, when the United States' government became the first to officially recognize King Leopold's claim to the Congo, the United States has continuously undermined the democratic attempts and economic prosperity of the Congolese population. Throughout the DRC's political history the United States has successfully used covert operations under the guise of the United Nations, clandestine CIA maneuvers, and/or the pretense of humanitarian relief to control American interests in the Great Lakes Region. How revolutionary was the American Revolutionary War? My thesis is that, for a broad cross section of Americans, the political scientific rationale of the American Revolutionary era was based on the Common Law and the Ancient Constitution. In this paper I have investigated the life and writings of John Dickinson so as to provide a standpoint from which the continuity of the Ancient Constitutional and Common Law ethos can be seen as a subtext of the American "Revolutionary" War.

This dissertation addresses the need to define potential impacts of recent and proposed changes in federal wetland regulation in a quantifiable manner. Consideration was made not only of total wetland acreage and wetland types that could sustain losses, but also to categorize the effect such losses would have in terms of wetland functions, at the watershed scale. The analysis focuses on the predominantly black, low-income community of Parramore and examine issues of efficacy related to the 2000 presidential election and beyond. The analysis consists of survey distributed through various community service agencies and conducted door-to-door in Parramore. The topic of the thesis is to analyse, from a cross-regional comparative perspective, the relationship between the corporatist features and the civil-military relations in two democratising countries, Romania and Brazil. I choose Romania and Brazil because these two countries present peculiar features regarding the civil-military relations within their regions, and, in addition, these countries share a peculiar heritage regarding the corporatist arrangements both in terms of intellectual-cultural legacy and contingent decisions. Is there a relationship between the design of democratic institutions and optimal collective decisions? Optimum decisions are defined as achieving goals important to the transition such as deep and equitable property reforms. Democratic institutions refer to first-order institutions of governance and the electoral rules for choosing leaders. Overseeing both are the written or "parchment" constitutions. Constitutions are designed to distribute power among actors, generate efficiency, and govern the interactions among actors. My findings showed that constitutional designs intentionally and sometimes with unanticipated consequences can result in highly cooperative, competitive, or conflictual struggles by political actors over high-stakes distributive issues such …
