By focusing on a turning point in global politics and the shaping/framing of trade policy in the U.S.– the election of President Donald Trump sheds light on the tumultuous process of reshaping of global governance. The crisis of multilateralism has been discussed at length in academia and mainstream media. China and Vietnam have experienced waves of labour and welfare reform since both countries shifted to market socialism, pursuing a development model that depends on the labour of millions of rural–urban migrants in global factories. Their similar development trajectories are productive for theorizing the relationship between labour and welfare. This article conceptualises the two countries’ distinctive regime of migrant labour welfare as integral to a cycle of commodifcation that encompasses the overlapping processes of commodifcation, de-commodifcation and recommodifcation of labour. Winston Churchill once said, ‘it is better to jaw-jaw than to war-war.’ However, negotiations are particularly difficult when they are enmeshed in public opinion precommitments. The sharpest crisis between China and Vietnam in the last 30 years concerned the placement of a Chinese oil rig into contested waters in 2014. This study analyses the Chinese and Vietnamese propaganda efforts surrounding the crisis as examples of the instrumental use of propaganda in managing domestic public opinion on diplomatic crises. The article argues that despite very different approaches to public diplomacy during the crisis, both states were primarily concerned with avoiding escalation …

In recent years scholars have shifted their attention from the causes behind parliamentary gender quotas to their consequences for women’s descriptive, substantive, and symbolic representation. We contribute to this literature by focusing on long-term effects of gender quotas in the context of an authoritarian one-party system. Here we contest dominant theoretical explanations which posit that gender quotas in authoritarian states primarily serve the goals of symbolic co-option and window-dressing. Rather, we argue that while authoritarian adaptation may motivate the introduction of gender quotas, these quotas may result over time in what we call a delayed integration process featuring a gradual …

But what happens when a military campaign unravels and becomes unwinnable? How can a leader reconcile just war theory with the need to extricate the country from a quagmire? China’s military modernization has allowed it to take a more assertive position on the territorial disputes it currently has with Japan and its Southeast Asian neighbors. The South China Sea (SCS) dispute is a clear example. Meanwhile, Japan is normalizing its military status to play a more proactive security role in the region. Japan’s normalization process has been greatly influenced by China’s growing military capabilities as it fears that China could pose a threat to its sea lanes of communications. In 1986, the Vietnamese government undertook a series of reforms known as doi moi. These reforms were mainly economic adjustments that encouraged globalization through capitalism, international trade, and foreign investment. They restructured Vietnam’s economy from a centrally-planned system to a market economy with a socialist orientation. This study focuses on the political and cultural aspects of globalization after doi moi, and analyzes the development of international non-governmental organizations (INGOs) in Vietnam.
