This article examines recent developments in the Cyprus
negotiations and suggests a number of changes to the proposed electoral system. Specifically, cross-voting and other electoral methods that encourage coalition-building across ethnic communities might add significantly to the functionality of the Annan Plan. Combined with other innovative mechanisms already in the plan, cross-voting could force political parties to seriously take into account the interests and concerns of the two Cypriot communities, an element that is currently missing from

One of the fundamental contributions of transaction cost theory and institutional economics has been to focus attention on opening the "black box" of contract enforcement, drawing attention to the institutions required to achieve effective and low-cost contract enforcement. The idea that the effectiveness of contract law is critical to the growth of economic activity is widespread in the literature on development and transition economies. This paper discusses the impact of transnationalisation on Mexican higher education system in four steps: First, it examines the Mexican government position about the global international trade. Second, it exposes the general Mexican position about the educative transnationalisation. Third, it refers the Mexican legal frame about direct foreign investment in education. The Impact Of Church Activities And Socialization On African-American Religious Commitment, Peter Wielhouwer

Objective. This article examines religious commitment (church involvement, private devotionalism, and religious salience) among African Americans as a function of being served by a religious congregation, perception of the historical role of the church in relation to the group, and religious and racial socialization. Methods. Drawing on traditional Christian expectations of the church, hypotheses are tested using the 1979–1980 National Survey of Black Americans. Three alternative models are tested that explicitly compare the effects of church activities with conventional socialization and demographic models of religious commitment. Results. Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. Attitude strength is defined as the extent to which an attitude is stable, resistant to change, impacts information processing, and guides behavior. Several concepts, such as accessibility, ambivalence, and importance relate to the broader concept of strength. For many years, both social psychology and political science ignored the differences across these various concepts, though in different ways. Social psychologists treated them as interchangeable, as indicators of the same latent concept. Political scientists treated them in isolation, focusing on one type of strength and ignoring the other, possibly relevant types. Recent research in both fields, however, challenges these approaches. The Middle East is a demographic time bomb. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. This article revisits debates about the role NAFTA played in hastening Mexico's democratic transition. It finds that neither the advocates nor the critics of NAFTA anticipated the ruling PRI party's loss of control over the presidency in 2000. Although NAFTA may have contributed to hte various political crises that had been erupting since the 1970s, it was just one of serveral forces that shaped the country's democratic transition.

The latest estimates of the FAO demonstrate the problems of the fight against hunger. These problems are manifested by the ever-increasing number of chronically undernourished people worldwide. Their numbers during the 1999-2001 period were estimated at about 840 million of which 798 million live in developing countries. Sub-Saharan Africa alone represented 198 million of those. In this part of Africa the prevalence of undernourishment ranges from 5-34%, causing growth retardation and insufficient weight gain among one third of the children under five years of age and resulting in a mortality of 5-15% among these children. This artixcle is based upon my work on State impunity in the context of the guaranteed right to life, in Punjab and Kashmir. The Indian state has fought insurgencies almost throughout its independent history: from Nagaland to Punjab, Andhra Pradesh to Kashmir, from the early 1950s to date. Among the many different kinds of human rights violations that the Indian security forces have been charged with, is the recurring charge that they force local people to act as 'human shields' \with a view to minimising uniformed casualties. Friends, Brokers, And Transitivity: Who Informs Whom In Washington Politics?, Daniel Carpenter, Kevin Esterling, David Lazer

Why and how do groups share information in politics? Most studies of information exchange in politics focus on individual-level attributes and implicitly assume that communication between any two policy actors is independent of the larger communication network in which they are embedded. We develop a theory stating that the decision of any lobbyist to inform another lobbyist is heavily conditioned upon their mutual relationships to third parties. We analyze over 40,000 dyadic relationships among lobbyists, government agencies, and congressional staff using sociometric data gathered in the 1970s health and energy policy domains. The results cohere with recent findings that lobbyists …

This essay discusses the political activity of the conservative groups in São Paulo and Paraná who supported the military coup of March 31, 1964. We analyze the "March of Families with God for Freedom" and conclude that, in the case of the march that was held in Curitiba (re-named "March for Educational Freedom"), priority was given to issues of "individual freedom", relegating traditional Christian values to a secondary concern.
