This paper examines the contemporary drivers of deforestation in the Brazilian Legal Amazon and how multilateral solutions can be employed to bring forest loss to zero. Insights from the scholarly literature and five expert interviews allow a critical assessment of how the rise of unilateralism presents a novel threat to the Brazilian Legal Amazon and, by proxy, those relying on the region’s raw resources and ecosystem services. To investigate this, I will use the Basque Country of Spain and Scotland in the United Kingdom (U.K), and study their greenhouse gas emission and renewable energy targets, and their greenhouse gas emission data and renewable energy use. Spain and Portugal avoided the lure of far right-wing political tendencies to which the rest of Europe fell victim. Until recently, VOX, a far right-wing party, gained seats in Parliaments at the Autonomous Community level and in the Spanish National Parliament.

A majority of the Tibetans in India are stateless, meaning that they have citizenship to no internationally recognized country. India is not a signatory to the 1951 UN Refugee Convention and has no national refugee framework. Therefore, residents of India are either designated as foreigners or citizens. Tibetans—including those that were born in India—are labeled as “foreigners” in India. Stateless Tibetans in India have no permanent legal status, making them vulnerable to detention and deportation. Since its inception, the United Nations Convention Against Torture (UNCAT) conceived torture as a state crime. The Convention established a so-called “state-nexus” that effectively excludes torture committed by non-state actors. The Committee Against Torture as well as the world’s major anti-torture NGOs have almost exclusively focused on ill-treatment perpetrated by state entities. Yet, there have been efforts to extend the definition to private actors, including the “de facto authority” approach, and the due diligence doctrine.
