The 2001 United Nations World Conference against Racism (WCAR) was one of the most controversial United Nations events of the post-Cold War era. Major issues on the agenda included the Middle East, the question of reparations for the transatlantic slave trade and colonialism, and the rights of indigenous peoples. Utilizing interviews with government and non-governmental actors as well as archival material, this dissertation examines Canada’s preparations for, and participation at, the WCAR as a case study to explore key theoretical debates about the Canadian foreign policy-making process. Recent decisions by the Ontario ombudsman suggest that informal meetings of small groups of municipal councillors in which municipal business is discussed are in violation of Ontario’s Municipal Act. In this province the Municipal Act provides that, except in certain specified circumstances, municipal council and committee meetings must be open to the public. If a municipality has not appointed its own “closed meeting investigator,” the provincial ombudsman is charged with investigating complaints from the public about municipal meetings that have allegedly been improperly closed. Much hinges on the definition of a meeting. If “meeting” is defined too formally, then a …

Authority Migration And Accountability In Canadian Type Ii Multilevel Governance, Robert W. Waterman

In advanced industrial democracies, including Canada, elections act as important mechanisms of democratic accountability. However, the migration of public decision-making responsibility away from elected representatives and toward new governance models may alter accountability relationships. As authority is dispersed horizontally to new governance actors that exist beyond the reach of the ballot box, questions of public input and accountability within the democratic governance process arise.

Structural Variation And Local Service Delivery: Comparing Municipal Governments And Special Purpose Bodies, Joseph R. Lyons

In the debate over the governance of metropolitan areas, consolidationists favour single, area-wide, general purpose jurisdictions, while polycentrists make arguments in support of multiple, scale-specific, specialized jurisdictions. This dissertation contributes to this debate through comparisons of municipal and specialized service delivery in two Ontario cities. The cities of London and Hamilton represent positions along a continuum of fragmentation and consolidation, with London being more fragmented and Hamilton more consolidated. Comparisons are undertaken for three local government services: public health, economic development, and watershed management. In London, independent special purpose bodies deliver all three of these services, while in Hamilton the …

This thesis considers the relationship between global obligations and particular duties. I argue that there is a core tension in our moral thought that both cosmopolitans and particularists must confront. This tension is between our ability to fulfill obligations to particular others with whom we stand in a meaningful relationship (e.g. family, friends, co-nationals) and our global obligations. It is argued in the literature that strong moral cosmopolitanism is neither tenable nor desirable, as it requires us to forgo these special duties. This is seen as problematic as it does not resonate with our lived moral experience – we desire …

Early literature in the field of transitional justice was dominated by debates over the meaning of justice, with retributivists arguing for the need for criminal prosecutions following mass human rights violations and advocates of restorative justice claiming that non-prosecutorial forms of justice like truth-telling are better suited for post-conflict societies. This debate was eventually settled, at least in the field, by a belief that post-conflict societies require both criminal prosecutions and truth-telling. More recently, the debate over justice has centred on the question of whether the field and practice of transitional justice has prioritized civil and political rights over economic …
