Struggling Against The Odds: Social Movements In Pakistan During Authoritarian Regimes, Sajjad Hussain

This dissertation extends scholarship on the role of social movements against authoritarian regimes. It argues that movements turn into popular mobilizations and achieve successful outcomes when they occur in the consolidated phases of authoritarian regimes. Using the political opportunity structure framework, the dissertation maintains that a regime’s stability instils confidence in it to substitute coercion with incentives wherein it allows limited but strictly regulated freedoms for oppositional politics. This creates new openings for the challengers, enabling mobilization with an increase in size and scope. This thesis examines the organizing strategies and successes of Afro-Argentine civil society organizations (CSO) in Buenos Aires. I argue that despite low representation, Afro-Argentines have strategically designed their initiatives in ways that draw on national discourses of identity rights and nationalism; and, as well, have used cultural inclusion to influence state actors, creating agency and increasing visibility. Afro-Argentines are a highly understudied population due to the common belief that they do not exist in Argentina as a group. The theme of ethnic identity in politics is gaining importance in countries such as Bolivia, where people recently elected their first indigenous President. The Indigenous movement has been able to incorporate themselves in the state apparatus and have produced new political policies and constitutional instruments. They represent an alternative to the "white" political elites who governed them for many decades. This study analyzes the dynamics within the Indigenous social movement in Bolivia and how they reinforced a composite vision of a participatory democratic society through political representation. Sustainable Human Development (SHD), rooted in Amartya Sen’s development theory on the capability approach, envisions achieving sustainable human capabilities at the local and global levels. One major area of contention within this field of research concerns determination and valuation of capabilities. How a community decides which capabilities should be developed is as important as the development itself. Some capability scholars argue that a small group of experts or “philosophers” should make this determination, while others argue that a deliberative democratic process needs to be followed. Many Latin American countries which underwent democratic regime transformations within the last thirst years have seemingly stalled. Unable to meet the demands of their citizens, which grow increasingly restless and confrontational, they have become subjected to a series of economic and political crises.
