On 2nd July 2024, the Communist Party of Nepal- United Marxist Leninist (UML) struck a power-sharing deal with its earlier nemesis, the Nepali Congress (NC), and formed a new coalition. Surprisingly, UML left its ruling ally, the Maoist Center (MC) barely four months after joining hands. Coalition politics in Nepal ages old but this newly formed coalition nonplussed the analyst and political sphere. There are scattered and obstinate market narratives regarding this coalition. Over the past three decades, as an increasing number of states have adopted sexual harassment legislation, many studies have examined the choices countries make to address and combat this issue. However, questions remain about what causes states to act while others resist change, why some countries choose to only introduce weak legislation rather than aggressively tackling the issue, and how people on the ground receive these policies. This dissertation uses a macro, meso, and micro approach to answer these questions on sexual harassment policy and implementation. The Dayton Peace Accord (DPA) in 1995 ended the civil war in Bosnia and Hercegovina and established a constitution for the newly institutionalizing state. It permitted the three ethnicities – Bosniaks, Croats and Serbs – to retain their wartime armed forces in place under ethnic command, a prerogative the Serbs guarded strenuously. International organizations, however, sought a single, multiethnic military institution for the whole of the country. In 2005, however, the Serbs reversed their opposition and agreed to the international organization preference. Nepali government’s official delineation of several human settlements as new urban areas has been questionable because many important criteria such as urban infrastructure and services, open space, population density and economic viability are not thoroughly analyzed while defining what is urban. Many settlements in Nepal officially defined as urban, often driven by political considerations, are operating in the rural framework forming ruralopolises. More than ever, Americans disagree on what issues are important. This diversity in the public agenda has received scant attention in recent years. Consequently, our understanding of why agenda diversity developed relies on a single analysis method, and we know next to nothing about the consequences for the American polity. Using a novel approach to measuring agenda diversity and an advanced experimental design, this dissertation demonstrates the causal connection between issue-based selective exposure to news and higher agenda diversity. A problem of classification places adolescents and emerging adults with special health care needs among the most at risk for poor or life-threatening health outcomes. This preliminary proof-of-concept study was conducted to determine if phenotypes of health care transition (HCT) for this vulnerable population could be established. Such phenotypes could support development of future studies that require data classifications as input. Mining of electronic health record data and cluster analysis were implemented to identify phenotypes. Since 2007, Peru’s Plan Integral de Reparaciones (PIR, Comprehensive Reparations Plan) has provided material, symbolic, individual, and collective reparations to victims of the civil conflict (1980-2000). Important differences in the implementation of reparations have emerged across time and space. Previous studies have examined factors conditioning the adoption and the effects of reparative justice, generally at the national level. This dissertation evaluates the interconnection between health and political behaviors in a polarized context such as the United States. The COVID-19 pandemic unveiled the current political polarization and the structural health disparities among racial communities. Using the system theory delineated by David Easton, this dissertation demonstrates that health attitudes and behaviors in the electorate can influence voting behaviors, as was the case with the 2020 US presidential election. My dissertation explores the Latino experience in Santa Clara County, especially in San Jose. The area, located in Northern California’s Bay Area, is nestled just south of the more popular cities of Oakland and San Francisco, nearly five hundred miles from the U.S.-Mexico border. My examination of the social, cultural, and political activities of Latinos in San Jose provides insight into the community development of ethnic Mexicans away from traditional sites of study in places like Tucson, San Antonio, and Los Angeles. Diasporas have contributed significantly to the development of their native lands through remittance, technology and knowledge transfer, philanthropy, and diplomacy. India has long been considered the regional hegemon of South Asia, primarily based on relative power considerations alone. We critique this material basis for hegemony. Hegemons must act to establish their hegemony, and smaller states must acquiesce to some degree to establish the relationship. We follow the literature to identify three strands of behavioral definitions of regional hegemony—leadership, domination, and sphere of influence—each drawing on different theoretical foundations, liberalism, realism, and imperialism, respectively. In this dissertation I ask when and how states employ migration diplomacy – and its coercive and cooperative variants – during the European Migration Crisis, 2014-2017. I argue that states use migration diplomacy to minimize the costs of migration crises and are more likely to use migration diplomacy when either the incurred or anticipated costs of migration crises are greater, when they are less powerful, and when anti-migrant domestic political pressures are higher. I use a multimethod approach to answer my questions. Results from my multivariate logistic regressions support my expectation that states are more likely to engage in migration …

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. Why are Republican (GOP) members of the Congress bucking their party’s positions on immigration? I argue this is due to agriculture’s large-scale production needs for an immigrant, Latino workforce. Consequently, this immigration influx can excite racial threats which can provoke opposition to immigration and minority interests. This raises an interesting question: Do the agricultural transition and an immigrant workforce cross-pressure district opinion and MCs’ position-taking on immigration and Latino interests more broadly? I assert agriculture’s economic pressure mitigates racial threats, which produces greater support of immigration and Latino issues.
