Gaetano Salvemini was one of the earliest political exiles during Fascism. Before his exile Salvemini had the reputation of being a well-respected historian and political activist. He taught history at the University of Florence, among other universities. Salvemini was known for his intelligence, detailed research and analysis, and his unflinching ideals. After his exile Salvemini spent some time in England and France. During this time he traveled to the United States for a lecture tour and later settled in Cambridge, Massachusetts to teach at Harvard University. Political decision-making by elites require some form of civilian participation to regain legitimacy. Increasingly groups of Citizens do not trust in political elites and are increasingly frustrated by their behavior. When faced with the problem of diversity, even established democracies face problems of managing diversity. In the global context differences of opinion, culture, religion etc has defined many of the New Wars (Kaldor 1999). In the United States many non-state and semi-governmental organizations have developed programs to increase public knowledge of the legislature and its decision-making processes. With a transitional government in place, peace is now a possibility in the Democratic Republic of the Congo (DRC). Policy options are being considered to sustain the peace and start the work of building a Congolese state that would not repeat the failings of the past. There is hope that the transitional period will produce democratic elections and subsequently a legitimate government, which would start to shake the view of the DRC as the "heart of darkness." Democracy has been defined as "a political system in which the whole people make, and are entitled to make, the basic determining decisions on important matters of public policy." While the United States is often touted as the world's leading proponent of democracy, many U.S. citizens find themselves unable to engage in one of the central acts of democracy—creating public voice through public engagement. Public engagement in the United States is constrained by our inability to talk through our shared, complementary and divergent values.
